The order of passage of vehicles through the use of the electronic queue system "CarGoRuqsat" and "CarGoAlem"

In order to implement the Digital Kazakhstan program, the Head of State noted the importance of active introduction of digital technologies for the development of the country's economy. Also, about the need for digitalization to increase the competitiveness of domestic enterprises and improve the quality of life of the population.

The transit potential of the Republic of Kazakhstan is one of the drivers of economic development and contributes to the development of interstate relations.

Thus, according to the results of the visit to the Zhetisu region, on October 20, 2022, the President of the Republic of Kazakhstan Kassym-Jomart Tokayev voiced questions about the need to introduce and regulate the electronic queue at the automobile checkpoints (hereinafter – p/p) "Alakol" and the customs post (hereinafter – t/p) "Nur Zholy" of the State Revenue Department according to the Zhetisu region.

So, in connection with the decision to replicate the electronic queue system (hereinafter -SEA) "CargoRuqsat" of the "Qoldau" platform – at all customs posts of the Republic of Kazakhstan, the implementation of this system was implemented by the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan jointly with JSC "Information and Accounting Center" (is the developer of the electronic platform) in as part of the Pilot project at the customs posts "Alakol" from November 23, 2022 and "Nur Zholy" on December 31, 2022.

The above-mentioned system has about 15 integrations with the information systems of state bodies, which makes it possible to exclude artificial manipulations with the queue and manifestations of corruption risks.

According to the rules of the electronic queue system "CargoRuqsat", carriers and drivers of vehicles must plan their route in advance and arrive at the checkpoint on the appointed day of arrival, taking into account information about the queue movement in the public register published in the application itself. In the absence of motor vehicles (hereinafter referred to as PBX) on the day of arrival, the electronic queue system removes from the list of queues with the status "The pass is overdue" in automatic mode, the platform is designed in such a way that all actions of the system are carried out according to a given automatic algorithm without the participation of individuals in them.

For the passage of motor vehicles through the customs posts "Alakol" and "Nur Zholy" through the use of SEA "CargoRuqsat" it is necessary:

 

Registration in the SEA is carried out by choice:

• through the website of the SEA registrar using an electronic digital signature (EDS);
• through the mobile application of the SEA registrar.

When registering in the SEA, a user agreement is signed.

How to book a queue

Booking an electronic queue provides for the following actions:

• selection in the SEA of the required date and time or the first free time and the name of the checkpoint intended for crossing the State Border;
• determining the number of trusted drivers for a vehicle;
• indication of the data of the vehicle owner (resident/non–resident, legal entity/individual, name of the organization or first name, surname, patronymic (if any) for a resident of the Republic of Kazakhstan - individual identification number;
• business identification number (IIN/BIN), for non-residents – IIN/BIN if available);
• indication of the driver's data (resident/non-resident, name of the organization or first name, surname, patronymic (if any), date of birth, telephone, email address, identity document, country of issue of the document, document number and its validity period) and vehicle (country of registration, vehicle registration number, registration number trailer, vehicle/chassis identification number).

At the same time, the user agrees to the collection, storage and processing of his personal data in SEA.

At the same time, SEA automatically checks:

• the presence of a user account in the system as a result of the information interaction of SEA with the state databases "Legal entities" or "Individuals";
• availability of state registration of a vehicle through information interaction of SEA with the state database "Automobile";
• availability of information on driver's licenses with the appropriate category for the vehicle;
• lack of information about the search for the vehicle;
• lack of information about the search for the driver;
• availability of registration of equipment;
• availability of a permit for international road transport;
• availability of a contract of insurance of civil liability of vehicle owners;
• absence of tax arrears on mandatory payments to the budget, including vehicle tax;
• the absence of timely unfulfilled resolutions by car owners and SEA users on the imposition of an administrative penalty in the form of a fine or an order on the need to pay a fine in the field of road safety;
• availability of digital documents, including identity documents, driver's license, vehicle ownership;
• compliance of biometric identification of the person through information interaction of SEA with information systems of biometric identification of the person;
• compliance of the information registered in the "Database of mobile citizens" with the phone number of an individual;
• availability of information about the technical inspection of vehicles, through the information interaction of SEA with the Unified Information System of mandatory technical inspection;
• availability of information on veterinary and/or phytosanitary certificates;
• availability of customs declarations for goods and vehicles and data on exported goods and vehicles (placed under the customs procedures of export, customs transit, re-export, temporary import and other customs procedures providing for the period of export or delivery of goods and vehicles);
• absence of debt on toll roads of the Republic of Kazakhstan;
• availability of information about the movement and weighing of the vehicle, including at the checkpoint on the State Border;
• availability of information about the issued visa and the crossing of the State Border through the information interaction of SEA with the Unified Information System "Berkut".

Registration in the SEA of a vehicle is carried out in the absence of an active reservation for this vehicle.

The number of possible bookings in SEA is formed taking into account the capacity of the checkpoint and for a period not exceeding 90 calendar days.

Payment for the passage of motor vehicles, cargo and goods through the State Border, as well as their passage through the electronic queue, is carried out in cash or non-cash to the registrar's settlement account.

The registrar transfers the funds received from the user to the state budget revenue within three days.

The amount of fees for passing through the state border of motor vehicles, cargo and goods, as well as their passage through the electronic queue, are determined in accordance with the order of the Minister of Finance in the national currency of the Republic of Kazakhstan.

Information about the need for a vehicle to arrive in the waiting area is displayed in the user's personal account in SEA at least 24 hours before the date and time of booking in SEA. At the same time, the corresponding "push notification" or "SMS notification" is additionally sent to the user.

Entry to the checkpoint at the exit from Kazakhstan is subject to registration of transport in the SEA.

At the entrance to the checkpoint, the registration number of the vehicle is read by a video camera.

The entrance of the vehicle to the checkpoint where the SEA operates is carried out from the waiting area in accordance with the order.

The call of a vehicle to leave the waiting area and go to the checkpoint is carried out in accordance with the order established by SEA. Information about the vehicle call is displayed in the SEA personal account at least 60 minutes in summer or 120 minutes in winter before the booking time on the corresponding date, while the user is additionally sent a corresponding "push notification" or "SMS notification".

The electronic queue is canceled by SEA if the vehicle does not arrive at the checkpoint on the appointed day and time of booking. The vehicle is being re-registered in the SEA.

As noted, the transfer (sale) of armor to third parties is prohibited.

At the same time, in accordance with Article 22 of the Law of the Republic of Kazakhstan "On Public Services" in order to improve the effectiveness and efficiency of the processes of issuing foreign permits of the People's Republic of China type "C" to domestic carriers, as well as the implementation of a joint Order between the Ministry of Finance of the Republic of Kazakhstan No. 394 dated April 18, 2023, the Ministry of Industry and Infrastructure Development Republic of Kazakhstan No. 262 dated April 17, 2023 and the Ministry of Digital Development, Innovation and aerospace industry of the Republic of Kazakhstan No.158/NK dated April 18, 2023 on the platform "Qoldau" JSC "Information and Accounting Center" (is the developer of the electronic platform) on April 26, 2023, the electronic service "CarGoAlem" was launched to issue forms of the type "C" (CAT) at the customs posts "Nur Zholy" and "Alakol".

So, in order to obtain a permit form of type "C", it is provided to submit an application in the CarGoAlem system and have a valid reservation in CarGoRuqsat. When submitting an application to "CarGoAlem" service, the recipient must go through the registration stages by means of an EDS key and fill in the required information step by step and then send the service to the giver for consideration.

After processing the application in the service system, a notification is sent to the recipient to pay the required fee. According to the results of payment of which, the permit form is issued upon arrival of the vehicle at the checkpoint.

The pilot project for the provision of state services for the issuance of foreign permits is being implemented from the date of its first publication of the joint order until March 15, 2024 at the following checkpoints on the customs border of the Republic of Kazakhstan with the People's Republic of China:

1. Alakol (Dostyk auto) Zhetisu region;
2. Nur Zholy Zhetisu region;
3. Kolzhat Almaty region;
4. Bakhty Abai region;
5. Maykapchagai East Kazakhstan region.
