The amendments introduced by the Law of the Republic of Kazakhstan dated 03.12.2015 No. 432-V to tax and customs legislation, as well as by order of the Minister of Finance of the Republic of Kazakhstan dated 20.01.2016 No. 21 to the regulations for the provision of public services, expanded the list of services of state revenue bodies provided in electronic form.
This means that, along with the traditional form of filing an application on paper with the required documents, it became possible to send an appeal to the authorized body in the field of customs (CGD MF RK) or the territorial body of state revenues to receive a service. Expansion of the capabilities of the portal of the information system The state database "E-licensing" (hereinafter - IS GBD EL) of the web portal "electronic government" made it possible to send applications for the following through the portal www.elicense.kz.
To date, through the portal IS GBD EL
The State Revenue Committee provides the following public services:
- "Assigning the status of an authorized economic operator";
- "Inclusion in the register of customs representatives";
The territorial bodies of the Committee on the ground have been assigned the right
provision of services for:
- "Inclusion in the register of owners of temporary storage warehouses";
- "Inclusion in the register of owners of customs warehouses";
- "Inclusion in the register of owners of free warehouses";
- "Inclusion in the register of owners of duty-free shops";
- "Inclusion in the register of customs carriers."- "Issuance of a certificate of approval of a vehicle of international transport for the carriage of goods under customs seals and seals."
The procedure for obtaining services through the "E-licensing" portal, a description of the application, purpose and functioning of the portal from the authorization stage to the receipt of the output (final) document, is contained in the instructions for the user of the External portal of the "State database" E-licensing "information system, which the user will see when entering this portal.
Before using the External Portal, the User must have access to the Internet and be registered on the External Portal of the IS GBD EL using a key (certificate) of an electronic digital signature (RSA). The certificate can be obtained in the regional, city and district centers of public service.
Public services through the portal "E-licensing" are provided within the time limits established by the Code of the Republic of Kazakhstan "On customs regulation in the Republic of Kazakhstan"
The availability of communication opportunities creates additional convenience for legal entities in dealing with state revenue authorities through the Internet resource IS GBD EL (www.elicense.kz.)
