Supporting Fact:

In 2025, the Department of the National Security Committee of the Republic of Kazakhstan for Zhambyl Region completed a criminal investigation against Zhұmabekuly Zhandos and Dautov Bakhytbek Orynbasarovich, Chief Specialists of the Operational Control Unit of the VAT Administration Division within the EAEU Framework of the State Revenue Department for Zhambyl Region. The criminal case was registered under Article 366, Part 3, Paragraph 2 of the Criminal Code of the Republic of Kazakhstan concerning the receipt of a bribe in the amount of KZT 200,000 from a citizen of the Kyrgyz Republic, Aleksandr Sergeyevich Selyukov, in exchange for ensuring the unobstructed monitoring of goods transported by him through a road border crossing point.By court decision, the above-mentioned officials were convicted under Article 366, Part 3, Paragraph 2 of the Criminal Code of the Republic of Kazakhstan and sentenced to fines of KZT 14,000,000 each.

According to Appellate Ruling No. 1a-249-25 dated 6 August 2025 of the Judicial Panel for Criminal Cases of the Zhambyl Regional Court, S.M. Tungatarov, Chief Specialist of the Individual Entrepreneurs Administration Division of the State Revenue Office for the City of Taraz, and D.B. Mombekov, Leading Specialist of the Taxpayer Relations Division of the State Revenue Office for the City of Taraz, were found guilty of receiving bribes in exchange for actions falling within their official authority and for providing general patronage to bribe-givers, committed by a group of persons acting in prior conspiracy.
