The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan informs that on April 11, 2026, as part of the automation of customs procedures and minimizing the human factor in the provision of public services, the KEDEN information system was launched
Since the launch of the system, more than 44 thousand declarations for goods have already been issued
The average time for issuing declarations in the absence of risks under the risk management system (RMS) is only 2-3 minutes If the system identifies risks additional customs checks are carried out within the framework of the legislation
Since the beginning of the system's operation, 4,980 violations have been identified for which 2.7 billion tenge of additional customs duties have been collected to the budget
Some questions arose about the customs clearance of medical goods
Thus one of the medical products (C1, a plasmaderived inhibitor) was processed for a long time due to the need for additional consultations between the SRC and the Ministry of Health to classify it with a list of more than 3,000 medical products exempt from VAT (Government Decree №1203 of December 31, 2025)
As a result of the work carried out, the VAT benefit was provided in full while there were no complaints or complaints from the declarant to the SRC This case was isolated and not related to the functioning of the KEDEN system
All the necessary reference books in the KEDEN IP have been updated in a timely manner
Also, during the customs clearance of building materials for the construction of the plant, a question arose about filling in the "Serial number of the component" field
According to the decision of the Eurasian Economic Commission No. 75 dated May 30, 2023, no more than three numeric characters are allowed in this field
After receiving an application from a participant in foreign economic activity, the State Revenue Committee promptly decided to increase the size of this field
This situation affected only two participants of the foreign economic activity the necessary technical improvements have already been completed
According to individual requests regarding the refusal to release goods in the presence of funds in personal accounts, it was established that the refusal was lawfully made in accordance with customs legislation due to the lack of funds in the personal accounts of participants in foreign economic activity
Thus the information about the illegal refusal does not correspond to reality It should be noted that if the refusal to issue the declaration occurred for reasons related to the operation of the KEDEN IP if funds are available in the personal account the payer has the right to apply to the SRC of the Ministry of Finance of the Republic of Kazakhstan in accordance with the established procedure to refund the written-off funds
Since the launch of the KEDEN IP, 7,080 declarations have been issued in the Export direction of which 108 declarations have been subjected to customs inspection which is 1.5% All inspections were carried out within the framework of the risk management system and strictly in accordance with customs legislation
Thus the KEDEN information system is functioning normally and individual issues that arise are promptly dealt with in a working manner
All customs procedures are carried out in accordance with the current legislation and are aimed at ensuring transparency legality and protection of the economic interests of the state
