«Combating corruption in state revenue bodies»

Corruption is the most dangerous disease of society at the present stage of development of our state. The strengthening and entrenching of corruption leads to the impossibility of further development of the state, hinders the construction of an open and transparent economy, and negatively affects the development of all systems and bodies of the state.

On 19 August 2019, during the meeting of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev with the Chairman of the Anti-Corruption Agency, the President noted:

- importance of introducing the the resignation of the first heads of state bodies for the corruption of their subordinates;

- restoration of anti-corruption expertise of regulatory legal acts;

- liability for illegal enrichment;

- publication of income and expenditure declarations by public officials.

Thus, the fight against corruption is given close and special attention.

Corruption is present in all sectors of the economy, sectors of the national economy and leads to the growth of the shadow economy and is inextricably linked with tax evasion.

In this regard, the main and important tasks for the state revenue authorities are to increase tax revenues to 25% GDP in 2025 and to reduce the shadow economy by 40% GDP by 2021.

At the same time, the main task remains the high-quality implementation of the plan for budget revenues in full volume.

The activities of state revenue bodies in collecting taxes and payments to the budget, conducting tax and customs administration are closely interrelated with individuals and legal entities.

Work is carried out on the digitization of tax and customs systems in order to avoid repeated, unjustified interaction of officials of state revenue bodies with taxpayers.

Further implementation and development of the following information systems continues: "Astana-1", "E-window", "Electronic invoices"," VAT-Blockchain "module," Product labelling", online KKM, "Virtual warehouse".

In particular, the use of online CR by taxpayers will minimize possible physical contacts between state revenue officials and taxpayers.

It is planned,  due to the use of digital tools, a large burden on business, physical contact of employees of state revenue bodies with taxpayers and unjustified inspections will be reduced.

With the introduction of the Presidential initiative to control not only the income but also the expenses of civil servants in the near future, control over the expenses of civil servants will be strengthened, purchases of civil servants obtained with illegal funds will be identified, which will also have a positive impact on anti-corruption work.

Speaking about the State Revenue Department for East Kazakhstan Region, 327 events were held in 9 months of 2019, including (seminars, round tables, speeches in the media) aimed at preventing corruption.

Issues of compliance with the requirements of anti-corruption legislation, the Code of Ethics in the Department of State Revenue for East Kazakhstan Region are under constant control.

The efforts of civil servants themselves are not enough to eliminate the main causes and manifestations of corruption, in this regard, society and citizens must report the fact of committing corruption violations to the competent authorities since it is not always possible to identify violations and often corruption offences are committed covertly and veiled.

It is necessary to inculcate the principles of "zero tolerance" for all citizens, not only for civil servants, then our society, citizens will be able to defeat corruption in the country.

In case of a collision with the facts of violations of the current legislation of the Republic of Kazakhstan, committed by civil servants of SRD of the East Kazakhstan Region, you can contact the helpline: 8/7232/70-10-48.
