On July 13, 2026, a roundtable was held at the Maikapchagai Customs Post of the Department of State Revenues for the East Kazakhstan Region with the participation of foreign economic activity participants. During the roundtable, clarifications were provided on the application of the customs transit procedure (CTP) concerning the transportation of goods by legal entities included in the Register of Customs Carriers of the Republic of Kazakhstan.
Thus, pursuant to subparagraph 2) of paragraph 4 of Article 226 of the Code of the Republic of Kazakhstan “On Customs Regulation in the Republic of Kazakhstan,” for goods placed under the customs transit procedure, security for the fulfillment of the obligation to pay customs duties and taxes is not required when the customs carrier transporting the declared goods acts as the declarant.
Accordingly, for the purposes of applying this provision, when completing the transit declaration (hereinafter referred to as the “TD”), information about the customs carrier must be indicated in boxes 14, “Declarant,” and 50, “Carrier.”
Dear participants in foreign economic activity, the non-provision of security in this case is permitted exclusively on the condition that the customs carrier’s details are indicated as the declarant of the goods (box 14 of the TD) and that the established customs declaration procedure is complied with.
This requirement also applies to legal entities included in the Register of Customs Carriers of the EAEU member states.
