The public service is provided by the territorial authorities of the State Revenue Committee of the Ministry of Finance of the RK for regions, cities of republican significance (the Departments) within the framework of the Tax Code of the RK and pursuant to Order No. 39 of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan dated January 31, 2020, "On Approval of the Register of Public Services."
Effective January 1, 2026, the procedure for providing this public service is governed by Order No. 689 of the Ministry of Finance of the Republic of Kazakhstan dated November 11, 2025, "On Certain Issues Concerning the Confirmation of Tax Residency and Apostillisation of Official Documents Issued by State Revenue Authorities," which officially approved the Rules for the provision of public services.
The following persons have the right to receive confirmation of residency:
individuals who are citizens of the Republic of Kazakhstan;
foreigners and stateless persons (permanently residing in the territory of the Republic of Kazakhstan; persons with a residence permit);
legal entities established in accordance with the legislation of the Republic of Kazakhstan
According to Article 224 of the Tax Code of the Republic of Kazakhstan, a document confirming residency is issued by the tax authority for the application of international treaties to avoid double taxation and for other purposes outside the Republic of Kazakhstan. Starting in 2026, a certificate is no longer required to apply tax deductions or reduced rates within the Republic of Kazakhstan. The resident status is determined by the tax agent (employee) independently based on Article 222 of the Tax Code of the Republic of Kazakhstan.
To receive confirmation of residency, the applicant is required to submit:
tax statement confirming residence;
an identity document or an electronic document from the digital document service (for identification);
for legal entities — documents confirming registration and the place of effective management;
for foreigners and stateless persons who are residents - notarized copies of the pages of a foreign passport or an identity card of a stateless person with records of the identification data of the person and information on the dates of stay and departure in the Republic of Kazakhstan.;
a document confirming the period of stay in the Republic of Kazakhstan (visa or other documents) with notes on the dates of stay in the Republic of Kazakhstan and departure from the Republic of Kazakhstan. If the original of such a document is provided, notarization is not required.;
for foreigners and stateless persons who are investment residents of the Astana International Financial Center - a package of documents provided for in subparagraph 6 of paragraph 8 of annex 1 to the Rules.
The term for the public service provision is 2 working days from the date of submission of documents by the recipient. The result of the service provision: Issuance of a Certificate confirming the residence of the RK or a decision on a reasoned refusal to provide public services in the cases and on the grounds specified in paragraph 9 of Annex 1 to the Rules.
The service is available in electronic format through the e-government portal and information systems of the State Revenue Committee. (1.Online: through the portal Egov.kz or Office of the Taxpayer knp.kgd.gov.kz using EDS. 2. Offline: Through the PSC (Public Service Center/NJSC "Government for Citizens State Corporation").
