What conditions are necessary declare cash, traveller's cheques, and cash instruments

Cash, traveller's checks are subject to declaration upon their one-time import into the customs territory of the EEU if their amount exceeds the equivalent of 10 thousand US dollars at the exchange rate effective on the day of filing the passenger customs declaration. An individual fills out two copies of the main and additional forms of the passenger customs declaration. This was reported in the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.  As it was said in the SRC, this norm is regulated by sub-paragraphs 7) and 8) of paragraph 1 of Article 343 of the Code of the Republic of Kazakhstan "On Customs Regulation in the Republic of Kazakhstan".

In the case of customs declaration of monetary instruments, except for traveller's cheques, the passenger customs declaration shall indicate the nominal value or the corresponding amount in the currency of the member State or a foreign currency, the right to receive which is certified by the monetary instrument.

If there is no nominal value and it is impossible to determine the amount in the passenger customs declaration, the number of monetary instruments moved across the customs border of the Eurasian Economic Union is indicated.

Also, when individuals move cash and monetary instruments across the customs border of the EEU, the following information must be specified in the passenger customs declaration:

1) details of the document confirming the right of a foreign citizen or a stateless person to stay (reside) in the territory of the member state, the address of the place of residence (registration) or the place of staying in the territory of the member state;

2) information about monetary instruments, except for traveller's checks (a type of monetary instrument, name of the issuer, date of issue and identifying number (if available));

3) information about the source of origin of cash and (or) monetary instruments, about their owners, if the transferred cash and (or) monetary instruments are not the property of the declarant, as well as information about the intended use of such cash and (or) monetary instruments;

4) information about the route and method of transportation (the type of transport by which the transportation is carried out) of cash and (or) monetary instruments.

Meanwhile, the customs declaration of imported (exported) cash and traveller's checks for a total amount equal to or not exceeding the equivalent of 10 thousand US dollars can be carried out at the request of an individual.

In cases where the total amount of cash and (or) monetary instruments imported into the customs territory of the EAEU exceeds the amount equivalent to 100 thousand US dollars, the passenger customs declaration is accompanied by the submission of documents to confirm the origin of cash and (or) monetary instruments.

This decision came into force on February 3, 2020.

Documents confirming the origin of cash and monetary instruments may include::
