Explanation of the Key Provisions of the New Tax Code
On October 14, 2025, an expanded meeting was convened in Ust-Kamenogorsk, at the Akimat of East Kazakhstan region, to present the new economic policy and the key provisions of the Tax Code, which is scheduled to come into effect on January 1, 2026.
The First Deputy Akim of East Kazakhstan region, Zhaksylyk Omar, delivered the welcoming address, emphasizing the significance of the ongoing tax reform and the importance of fostering favorable conditions for business.
The meeting saw the participation of Erlan Sagnaev, Vice Minister of National Economy of the Republic of Kazakhstan; Kanat Kulnazarov, Deputy Chairman of the Committee for Regulation of Natural Monopolies of the MNE RK Aikhan Sultan, Director of the Department of Agricultural Science and Education of the MA RK; deputies of the regional and city maslikhats; representatives from the State Revenue Department of EKR, local executive bodies, Atameken NCE, competent government agencies, the business sector, and public associations.
The main purpose of the working group's visit was to apprise the public of key changes in tax legislation, which are intended to enhance the transparency of the tax system, alleviate the administrative burden on businesses, and broaden the tax base through the digitalization of processes.
During the meeting, the following primary issues were addressed:
1. Tax policy and business support measures (special tax regimes, changes in the VAT rate, and the simplification of administration);
2. Ensuring socio - economic stability;
3. Digitalization and infrastructure management.
The participants received explanations regarding the pivotal changes within the new Tax Code and were provided with answers to their pertinent questions. Both parties underscored the importance of maintaining a constructive dialogue between government agencies and the business community.
