Universal declaration

The introduction of a system of universal declaration of income and property of individuals in Kazakhstan is being implemented in four stages, with the first stage scheduled to begin in 2021.

To date, more than 4 million individuals have entered the universal declaration system, including civil servants, heads of the quasi-public sector, business representatives and their spouses.

Stage 4, which is scheduled for completion by 2025, will extend the requirements to encompass the remaining categories of citizens. This is estimated to encompass approximately 8 million individuals, including employees of private structures, pensioners, homemakers, students, and others.

In the course of implementing the instructions of the Head of State on the revision of approaches to universal declaration, it is proposed to exempt this category of citizens from submitting declarations of assets and liabilities, with the exception of persons with assets outside the country.

The digitisation of government databases, a high proportion of non-cash payments (86%), automated tax control, the exchange of data on financial accounts under international agreements, and the widespread availability of digital services, are facilitating this process.

It is estimated that this measure will apply to over 90% of individuals in this category.

To address the existing assets of individuals, a mechanism will be established to obtain information from all digital databases, including second-tier banks.

However, if individuals have the opportunity to purchase property in excess of 20,000 MCI (78.6 million tenge), it would be beneficial for them to disclose information about the sources of cost coverage.

At the same time, citizens have been granted the right to declare voluntarily.

The annual declaration is maintained for civil servants, managers, founders of quasi-public and private companies, their spouses, as well as for persons who have assets outside the Republic of Kazakhstan and (or) have received income taxable independently.
