Information system "Control over the production and turnover of alcoholic beverages using accounting and control stamps with a holographic protective element" (IS UKM)

Purpose of the UKM IS

The information system "Control over the production and turnover of alcoholic beverages using accounting and control stamps with a holographic protective element" (IS UKM) is designed to automate the functions performed by employees of the Tax Committee of the Ministry of Finance of the Republic of Kazakhstan in the field of control over the production and turnover of alcoholic beverages, based on the use of modern information technologies.

Goals and objectives of the UKM IS

The main purpose of IS UKM is to improve the functions of administration and improve control over the turnover of ethyl alcohol and alcoholic beverages.
IS UKM is designed to solve the following tasks:

automation of the processes of ordering, accounting for receipt, issuance and expenditure of accounting and control stamps (UKM);
automation of the processes of receiving, accounting and consideration of applications from manufacturers and importers of alcoholic beverages, for applying a barcode to the UKM and obtaining the UKM for subsequent labeling of alcoholic products;
automation of the process of applying a barcode (service information in the form of a two-dimensional barcode PDF417 and consumer information in alphanumeric form) on the UKM;
information support for operational checks of the authenticity of alcoholic beverages at wholesale and retail trade enterprises, due to the identification of the UKM and reading of official information printed on the UKM in the form of a two-dimensional bar code;
automated formation and maintenance of regional databases (in territorial tax committees) and the republican database (Tax Committee of the Ministry of Finance of the Republic of Kazakhstan) on the production, import of alcoholic beverages and the results of inspections of wholesale and retail trade enterprises in the territory of the Republic of Kazakhstan.

The purpose of IS UKM, as an automated system, is to increase the efficiency of the activities of employees of tax authorities at all levels, both directly performing the functions of administration and control over the turnover of ethyl alcohol and alcoholic beverages, and using the information of IS UKM, for analysis and making operational management decisions. The latter is achieved through automated processing and submission to tax officials, analytical and summary information related to the sphere of control over the production and turnover of ethyl alcohol and alcoholic beverages. Thus, information support is provided for the justification and decision-making, both tactical and strategic plans. At the same time, to the maximum extent, the reliability and relevance of the information provided is ensured, due to the use of format-logical control when entering data, the use of information from adjacent and external information systems. 
Increasing the degree of automation of administration and control functions in the field of control over the production and turnover of ethyl alcohol and alcoholic beverages will create all the necessary prerequisites for the transition to a qualitatively new level of planning and control, through the implementation of a set of the following measures:

strengthening the functions of control over the activities of territorial tax committees;
improving the system for generating analytical reports on the results of control and supervisory activities of territorial tax committees and statistical reports;
improvement of the state of collection, storage and analysis of information within the framework of IS UKM.
