Management of export control carries out the activity since 01.09.2018. The main tasks of the department are monitoring the movement of goods at automobile checkpoints by scanning the accompanying documents for the cargo, checking information on the movement of prohibited goods across the border, administering the receipt of value added tax from imports to the republican budget.
For the past period of 2021 the employees of the points of car pass of the North-Kazakhstan region scanned and entered into the database more than 188 thousand documents with regard to car transporting goods, crossing the Republic of Kazakhstan. In comparison with 2020 the number of vehicles, importing / exporting goods, increased by more than 8 thousand, that indicates on the increase in turnover and the renewal of the activities of enterprises on the completion of quarantine measures.
The end of 2020 was marked by the negative impact of the spread of coronavirus infections in the world and in the Republic of Kazakhstan, which became a determining factor in the dynamics of budget revenues. Against the backdrop of a general decline in trade turnover in 2020, the volume of imports was ensured not only at the level of the previous year, but also with an increase, thanks to an increase in imports during the second half of 2021, as well as the adoption of measures to find additional reserves for tax receipts.
As a result of the work of the export control department of Department State Revenue on North-Kazakhstan region on budget classification code 105115 "VAT on imports from the EAEU country" with an annual plan of 17,971.6 million tenge, 19,280.6 million tenge were received, the percentage of fulfillment of the annual forecast was 107.3 %, exceeding the forecast amounted to 1,309.0 million tenge. At the same time, the growth rate in 2020 amounted to 108.8%. Reference: for 2020. received VAT from imports 17,726.6 billion tenge.
In 2021 within the framework of the Pilot Project, in order to control the fulfillment of tax obligations by taxpayers importing goods into the Republic of Kazakhstan through automobile checkpoints, more than 2,000 navigation seals were hung on vehicles of risky taxpayers, as a result of which VAT was received from imports of 550 million tenge.
In addition to the discovery of additional reserves received in the budget, the amount of tax on the added value of imported goods, the results of the processing of information received from the authorized bodies and the points of the Republic of Kazakhstan, issued by the Republic of Kazakhstan. tenge. Administrative fines in the amount of 9.7 million tenge were imposed on 215 taxpayers.
During 2021 422 notifications of violations of tax laws were sent to taxpayers, namely, failure to submit applications for the import of imported goods. As a result of the execution of these notifications by taxpayers 33 million tenge was received by the budget.
Also, the Export Control Department regularly clarifies the norms for the introduction and execution of accompanying invoices for goods (hereinafter referred to as AIG) by holding conversations with taxpayers, handing out leaflets on the obligation to issue AIG to drivers when installing seals and to recipients of goods when removing seals, weekly live conferences on the air via messengers and participation in discussions on social networks with taxpayers on issues of issuing AIG.
