Information for participants of foreign economic activity on some issues of making preliminary decisions on the application of methods for determining the customs value of imported goods
In accordance with paragraph 19 of article 65 of the Code of the Republic of Kazakhstan "About customs regulation in the Republic of Kazakhstan, approved by the Rules, terms and conditions of the issuance of a preliminary decision on the application of the methods of determining the customs value of imported goods, approved by the above mentioned Order of the Minister of Finance of the Republic of Kazakhstan dated May 30, 2019 No. 514 "On some issues making preliminary decisions on the application of the methods of determining the customs value of imported goods".
The application for the adoption of a preliminary decision is submitted with the attachment of a document on the payment of the customs fee for the adoption of a preliminary decision and the document that served as the basis for applying for the issuance of a preliminary decision in cases in which preliminary decisions can be made on the application of methods for determining the customs value of imported goods.
A preliminary decision is issued within 20 (twenty) working days, in the case of submitting an application on paper - from the date of registration of the application in the office of the authority, in the case of submitting an application through the information system of the authority – from the date of sending the application signed with an electronic digital signature.
In order to automate the process of making a preliminary decision on the application of methods for determining the customs value of imported goods, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan has implemented a mechanism for submitting an application for making a preliminary decision and obtaining the results of public services in the "Customs Services" module of the "Single Window for Export-import Operations" information system in terms of the mechanism for making preliminary decisions on the application of methods for determining customs value.
The module "Customs services" of the information system "Single window for export-import operations" fully provides an electronic format for obtaining a preliminary decision on the application of methods for determining the customs value of imported goods.
