The discussion of the results of the WACR was opened by the deputy head of the DGD for the North Kazakhstan region, S.Zh. Meiramov.
--In the activities of the DGD for the North Kazakhstan region, a survey was conducted this year from April to May. In accordance with the Instruction on the implementation of TBN projects No. 4 "Prevention and combating corruption", it is necessary to hold a public discussion of the results of the IACR. In this regard, today we are holding a public discussion of the results of the IACR.
Further, the floor for further speech was given to the acting head of the DGD UCR for the North Kazakhstan region, I.K. Alkenov.
-In accordance with paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan "On Combating Corruption", instructions of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (hereinafter - the Committee) KGD No-09-2-14/6229 And from 10.03.2026, the order of the DGD for the North Kazakhstan Region No. 77 dated 17.03.2026. in the activities of the DGD for the North Kazakhstan region since 01.04.2026, a IACR was carried out.
The IACR was conducted on the basis of:
-Order of the Agency of the Republic of Kazakhstan for Combating Corruption (Anti-Corruption Service) No. 21 dated 16.01.2023 "On approval of Standard Rules for conducting internal analysis of corruption risks";
- Methodological recommendations for conducting an internal analysis of corruption risks (hereinafter referred to as Methodological Recommendations), approved by Order of the Agency of the Republic of Kazakhstan for Combating Corruption (Anti–Corruption Service) No. 488 dated 30.12. 2022.
The IACR is conducted on the principles of:
1) objectivity;
2) reliability;
3) transparency;
4) comprehensiveness.
According to the Committee's instructions, an Analytical report and an Action Plan to eliminate the causes and conditions conducive to the commission of corruption offenses should be formed only after coordinating all work processes containing corruption risks with the relevant departments of the Committee.
Recommendations for the elimination of identified corruption risks should be legitimate, effective, feasible and aimed at eliminating corruption risks in the activities of the object of analysis.
No procedural violations were detected during the IACR.
