Pilot project “Salyq Cashback” and other initiatives to encourage the use of fiscal receipts

In order to increase civic engagement, to foster a legal culture in consumer protection, and to reduce the shadow economy, the State Revenue Committee has launched the pilot project “Salyq Cashback” since March 15, 2025.

The project aims to encourage citizens to get fiscal receipts issued by cash registers (CRs) used by micro and small businesses by offering a monetary reward of 2% of the purchase amount.

Everyone can participate in the “Salyq Cashback” project.

To do this, it is necessary to receive a fiscal receipt when paying for goods and services and scan the receipt’s barcode using the special mobile application “Amian.”

The cashback can be transferred to a bank card or add to a mobile phone balance.

According to the results of the first stage, conducted in 2024 in Semey (Abai region) and Akkol district (Akmola region), positive trends were showed:

• the number of submitted receipts doubled,
• the total amount of transactions increased by 32% compared to the second half of 2023.

In 2025, the project has implemented in stages and covers 46 districts in 10 regions of Kazakhstan, including East Kazakhstan, Kostanay, Akmola, Karaganda, Mangystau, Zhambyl, Turkistan, Almaty, West Kazakhstan, and North Kazakhstan regions.

The city of Taldykorgan (Zhetysu region) is expected to join soon.

Project implementation timeline and areas:

1. From March 15, 2025:

• Ust-Kamenogorsk (East Kazakhstan region)
• Zhetikara district (Kostanay region)
• Zhaksynsky, Arshalynsky, and Astrakhansky districts (Akmola region)

2. From April 15, 2025:

• Shal Akyn, Ayirtau, Taiynsha, G. Musrepov, and Zhambyl districts (North Kazakhstan region)
• Esil district (Akmola region)
• Burlin district (West Kazakhstan region)
• Karaganda (Karaganda region)

3. From May 15, 2025:

• Turkistan (Turkistan region)
• Birzhan Sal and Tselinograd districts (Akmola region)

4. From June 1, 2025:

• T. Ryskulov, Shu, Zhambyl, Merke, Talas, Kordai, Sarysu, and Bayzak districts (Zhambyl region)
• Temirtau (Karaganda region)
• Akkol, Atbasar, Sandyktau, Ereymentau, Egindykol, Korgalzhyn, Bulandy, Shortandy, Zharkain, Zerendi, and Burabai districts and Stepnogorsk, Kokshetau, Kosshy (Akmola region)

5. From June 15, 2025:

• Zhambyl and Moyinkum districts (Zhambyl region)
• Tole Bi district (Turkistan region)
• Balkhash (Karaganda region)
• Munaily and Karakiyan districts (Mangystau region)

6. From July 15, 2025:

• Konaev (Almaty region)

Additional Conditions:

• Receipts must be scanned within 24 hours of issue
• Maximum cashback amount: up to 20,000 KZT per month

The results of the project implemention:

As of July 2025:

• 12 378 citizens received cashback for the total amount more than 62.6 million KZT
• In pilot areas, the number of fiscal receipts increased by 13%, and the total value of receipts increased by 18%, indicating a positive impact of the incentive measures

Besides that, throughout the country the following campaigns to promote fiscal receipt collection via the “Amian” mobile app have been implemented:

1.“Request a Receipt — Win a Prize!” Campaign

Period: January 17 – December 31, 2025

Every citizen who received a fiscal receipt is automatically enters into a prize draw.

Results:

• Over 60 000 winners received cash prizes totaling 45 million KZT
• 74 appliance gift certificates were awarded through the Mechta retail chain

2.“Báyge” Campaign

Period: May 1 – December 31, 2025

A 100 000 KZT prize is awarded to participants who register the most receipts in the “Amian” app.

At the end of quarter from each region one winner is determined (20 in total — one from each region and republican city), based on the highest number of scanned receipts.

Stages:

• Stage 1: April 1 – June 30
• Stage 2: July 1 – September 30
• Stage 3: October 1 – December 31

Results:

• 20 winners received 100,000 KZT each and other valuable prizes

3. Joint Campaign with Halyk Bank: “Request a Receipt — Win a Prize from Halyk Bank!”

Period: May 1 – November 30, 2025

Each month, 30 winners are randomly selected to receive 100,000 bonus points to their Halyk bonus account.

Launch:

• Pilot has started in Akmola region since May 1
• All over the country it has started since June 1

Terms of Parsitipation:

• Payment must be made with a Halyk Bank card or via Halyk QR code at a POS terminal
• Fiscal receipts must be uploaded to the “Amian” app

Results:

• In May 2025: 10 winners from Akmola region
• In June 2025: 30 winners from all regions of Kazakhstan

The “Amian” app is available is App Store and Google Play for free.
