The North Kazakhstan region is a border area with the Russian Federation. It borders in the north with the Kurgan, Tyumen and Omsk regions of Russia.
In the area of activity of the Department of State Revenues for the North Kazakhstan region (hereinafter referred to as the DSR for the North Kazakhstan Region), there are 4 automobile checkpoints: ACP Zhana-Zhol - Petukhovo (Kurgan region), ACP Karakoga - Isilkul (Omsk region), ACP Bidaik - Odesskoye (Omsk region). region), ACP Kyzyl Zhar - Kazanskoye (Tyumen region).
In the area of activity of the DSR for North Kazakhstan region, as part of the control over transported goods, confirmation, monitoring and administration of information is carried out by the Administration of Value Added Tax within the framework of the Eurasian Economic Union.
The main tasks of the department are monitoring the movement of goods at road checkpoints by scanning and confirming accompanying documents for the cargo, checking information for their accuracy, as well as compliance with restrictive and prohibitive measures within the framework of export control, administering issues of the completeness of collection of payments to the budget when importing goods from EAEU countries.
On average, from 20 to 30 thousand vehicles with commercial cargo are monitored per month. Information about the transported goods is entered into a single database for further administration and control of the fulfillment of tax obligations.
For the 2023, the republican budget received value added tax from imports in the amount of 23 892,0 million tenge.
The control measures carried out by the Department have made it possible to identify facts of illegal movement of goods this year.
Thus, since the beginning of 2023, the movement of 14 vehicles with goods prohibited for export has been suspended, as well as the import and export of military and dual-use goods on 138 occasions.
In order to prevent the vehicle from turning around at the automobile checkpoint, we remind you that the list of dual-use and military goods prohibited for import into the Republic of Kazakhstan is regulated by the Law “On the Control of Specific Goods” and includes a checklist of specific goods with a list of names.
In accordance with the Treaty on the Eurasian Economic Union, as well as in order to minimize interference in the activities of participants in foreign economic activity, forms of control at checkpoints between the EAEU states are only documentary in nature and are based on checking the compliance of the transported goods with the information specified in the shipping documents.
This year, based on the results of an external analysis of corruption risks in the field of organizing and conducting export control in relation to goods restricted for export, 12 corruption risks were identified and 24 recommendations were developed for possible elimination; an Action Plan was developed to strengthen and prevent corruption risks in the activities of automobile checkpoints .
