On January 1, 2023, the second stage of universal declaration started. Since this year, employees of state institutions and their spouses, as well as employees of quasi-public sector entities and their spouses are required to submit a declaration of income and property to the tax authorities.
For your information, state institutions are institutions and organizations in the field of education, preschool education, healthcare, culture, sports, etc., and the quasi–public sector is state–owned enterprises, limited liability partnerships, joint-stock companies, including national management holdings, national holdings, national companies, whose participant or shareholder is the state, as well as subsidiaries, dependent and other legal entities that are affiliated with them.
In the first year of entry into the universal declaration system, all these categories of persons are required to submit a declaration of assets and liabilities in Form 250, which is approved by the Ministry of Finance of the Republic of Kazakhstan. The declaration form is called "On the assets and liabilities of an individual".
In another way, the first declaration is called the "entry declaration", since it reflects all data on property and obligations at the time of entry into the universal declaration system.
It should be noted that in the initial declaration, in addition to property and assets outside the Republic of Kazakhstan, the following are reflected: the share of participation in the authorized capital of a legal entity, investment gold, securities, etc., as well as cash, which indicates an amount not exceeding the limit of 10,000 times the MCI (34 500 000 tenge), while exceeding the amount must be placed in bank accounts by December 31, 2022.
There are certain deadlines for submitting a declaration of assets and liabilities.
On paper – no later than July 15, 2023; in electronic form – no later than September 15, 2023.
Persons who submitted a declaration of assets and liabilities in 2023 as part of the universal declaration are required to submit an annual declaration of income and property from 2024. This also applies to persons dismissed from public service, and persons who have left the category of citizens who are obliged to submit a declaration.
