Kabdushev Tulegen Dastemovich was born in 1971 in the village of Yavlenka, Leninsky district, North Kazakhstan region.
Higher education, graduated from Kokshetau University of Humanities and Economics in 2001 with a degree in Finance and Credit.
In 2006, he graduated from the M.Kozybayev North Kazakhstan State University with a degree in Law.
In 1989-1991 he served in the Armed Forces of the USSR.
