Updated codes of the Commodity nomenclature of foreign economic activity in the IS ESF

On 13.01.2022, at 22:00, the system was updated in the Electronic Invoices information system in terms of finalizing the mechanisms of succession of the codes of the Commodity Nomenclature of Foreign Economic Activity (HS). This was reported in the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

 

1.Continuity of HS codes in the design of the primary accompanying consignment note for goods (SNT):

 добавлена added the ability to change the HS code, if the HS code is not active on the date of shipment of the goods and has a successor. In this case, the system will automatically replace the HS code with a successor from the global directory of the virtual warehouse;

 if the HS code is not active at the time of registration of the primary SNT on the date of shipment of the goods and does NOT have a successor, the system will allow you to specify another valid HS code;

 At the same time, in the ESF on the basis of the SNT, the HS code must correspond to the code specified in the SNT.

From 01/13/2022, when making a SNT, it is necessary to use HS codes that are valid on the date of shipment of the goods.

In the import/export SNT, if the shipment date is not filled in, it is necessary to use HS codes that are valid on the date of discharge.

In the ESF, on the basis of the SNT, the HS code is checked for compliance with the SNT.

 

2. Continuity of HS codes when issuing the main ESF without SNT:

 When the main ESF is discharged, the ability to change the HS code has been added if the HS code is not active at the date of turnover and has a successor. In this case, the system will automatically replace the HS code with the successor from the GWS directory.

 If, when issuing the main ESF on the date of turnover, the HS code is not active and has NO successor, the system will allow you to specify another valid HS code.

 

When issuing an ESF without a SNT, it is necessary to use HS codes that were valid on the date of the turnover.

 

When working with the API

When importing an xml file, the system checks the continuity of the HS code.

1.If the HS code of the goods on the aircraft in the global directory of the virtual warehouse (GVS) has the status "not active" and has an active successor, then it is necessary to use the successor code.

2. If the HS code of the goods on the aircraft in the GWS directory has the status "not active" and does NOT have an active successor, you can use another valid HS code.

 

On registration of the SNT for the return, corrected, additional ESF

The mechanism of continuity of HS codes when issuing a SNT for the return of corrected, additional ESF has been implemented in the system since December 10, 2021.
