Issues of combating corruption in State revenue bodies

Today, one of the problems characteristic of all countries is corruption.

Corruption permeates all spheres of society and manifests itself in a wide variety of forms and forms.

Therefore, the fight against corruption in Kazakhstan is put on the state-political level and is under special control of the country's leadership.

At the same time, the fight and prevention of corruption in the state revenue bodies is also identified as one of the priority tasks that require special attention.

The level of corruption in the ranks of tax and customs service employees has the most negative impact on the image of state bodies, since the activities of state revenue bodies are directly in contact with the economic interests of all segments of the population, from ordinary citizens to large enterprises.

Corruption in the system of state revenue bodies undermines the trust of taxpayers, threatens the sustainable development of the economy, harms the economic and national security of the state.

In this connection, to date, the fight against corruption in the state revenue bodies has a systematic and comprehensive nature, and systematic work is being carried out to combat corruption.

In order to exclude personal contact of taxpayers with employees of state revenue bodies, the main administrative regimes have been automated.

Thus, the declaration of exported and imported goods is carried out electronically remotely through the Astana-1 information system. Also, a number of customs control measures have been centralized and automated.

Within the framework of tax administration, within the framework of digitalization, a web application "e-Salyq Azamat" has been developed, which allows citizens to pay taxes without leaving home and without visiting tax authorities, receive information about the presence or absence of tax arrears, etc.

A set of measures have been taken to improve and improve the quality of services provided to taxpayers and participants in foreign economic activity.

In order to foster zero tolerance for corruption, online meetings, seminars, and classes on anti-corruption topics are held on an ongoing basis in compliance with sanitary and quarantine requirements.

Also, in order to identify conflicts in legislation, as well as corruption risks in organizational activities, an internal analysis of corruption risks is systematically carried out, where the developed proposals are sent to a higher authority for consideration.

Thus, the issues of prevention and prevention of corruption in the ranks of state revenue bodies are under constant control.

At the same time, the state has taken a number of measures to strengthen responsibility for corruption offenses..

For example, a ban on the use of parole for convicted corrupt officials has been introduced, the conditions for serving their sentences have been tightened, etc.

Meanwhile, it is not uncommon for taxpayers themselves to act as the primary source of corruption in state revenue bodies.

As you know, taking into account economic interests in illegal exemption from taxation or in solving this or that issue in favor of the taxpayer, unscrupulous entrepreneurs themselves are often interested in the first place, which provoke the adoption of illegal decisions by giving illegal rewards and bribes.

In this case, it should be noted that the state revenue authorities constantly inform taxpayers about criminal and administrative responsibility for giving bribes and rewards.

At the same time, it should be noted that the Law of the Republic of Kazakhstan of 19.12.2020 tightened sanctions for bribery. Thus, according to Article 367 of the Criminal Code of the Republic of Kazakhstan, the maximum penalty under the first part of Article 367 of the Criminal Code has been increased from 3 to 5 years, under the second part of this article (giving a bribe in a significant amount) - from 5 to 7 years.

In addition, the size of the fine for bribery has been increased, where the minimum fine has increased from 10 times to 20 times the amount of the bribe, and the maximum fine from 50 times to 60 times the amount of the bribe.

Taking into account the above, we call on all employees of state revenue bodies, citizens and taxpayers to take an active position in the fight against corruption and prevent their manifestations, thereby ensuring an increase in tax revenues to the budget, which in turn will affect the economic development of our state in the conditions of a global pandemic.
