Utegenov Ertugan Kenesovich was born July 30, 1976 in Kyzylorda region.

He started his career as an economist in private companies.

He has been working in the system of state revenue authorities for over 25 years.

Since 1999, he has worked as a leading specialist, chief specialist, head of department, head of management in various specialized departments of the Tax Committee.

Since 2019, he has been the head of the Department of State Revenue in the Mangystau region.

Since May 2025, he has held the position of Deputy Head of the State Revenue Department for the Mangystau region.
