Mineral extraction tax payers are subsurface users engaged in the extraction of oil, mineral raw materials, groundwater and therapeutic mud, including the extraction of minerals from man-made mineral formations within the framework of each individual concluded contract for subsurface use.
The mineral extraction tax is paid by the subsurface user separately for each type of mineral raw materials, oil, underground water and therapeutic mud extracted on the territory of the Republic of Kazakhstan.
The MET for the oil and gas sector: the
MET for crude oil is calculated:
- the volume of crude oil, gas condensate and natural gas produced, and the cost of crude oil calculated based on the prices of Brent and Urals oil grades published by the international price agencies Platt's and Argus;
- when sold to an oil refinery, including through a third party, the MET is calculated as the product of the actual volume of crude oil and gas condensate sold and the actual purchase price of the oil refinery per unit of production;
- when transferred for processing as a tolling raw material and (or) used by the subsurface user for its own production needs, it is calculated as the product of the actual volume of crude oil, gas condensate and (or) used by the subsurface user for its own production needs and the production cost of production units delivered to the refinery, including through a third party.
