Information on the implementation of navigation seals for tracking shipments from February 11, 2026.

On April 19, 2021, the heads of the member states of the Eurasian Economic Union signed an agreement on the use of navigation seals for traffic supervision in the Eurasian Economic Union (hereinafter referred to as the agreement), this agreement was ratified by the law of the Republic of Kazakhstan dated March 15, 2023 No. 211 – VII. In general, the agreement regulates the procedure for tracking goods using navigation SEALs when transporting them through the territories of two or more EAEU member states. As part of the implementation of the norms of the agreement, a comprehensive work was carried out to amend the legislation of the Republic of Kazakhstan, the information systems of regulatory authorities were modernized, as well as interaction on the use of navigation seals in the framework of pilot projects carried out on road and rail transport was worked out. In accordance with the resolution of the Government of the Republic of Kazakhstan dated September 10, 2024 No. 731 "on the definition of a national operator", the national operator of the information system for the supervision of Transportation was defined as the Limited Liability Company "Institute of space technology and technology" (hereinafter – the national operator), authorized to interact with the regulatory authorities of the Republic of Kazakhstan, as well as authorized operators of other member states of the Eurasian Economic Union. The national operator has developed an automated information system for electronic tracking of transport (automated information system for electronic tracking of transport "transit"), which has been tested within the framework of a number of pilot projects. The information system of the national operator of the Republic of Kazakhstan provides a "personal account" for the consumer (customer) of Transportation supervision services, which provides the possibility of paying for the services of national operators of the member states of the Eurasian Economic Union involved in the supervision of transportation along the entire route (hereinafter referred to as the Union). Integration activities between the national operator of the Republic of Kazakhstan and the information systems of the state revenue bodies of the Republic of Kazakhstan, as well as the information systems of authorized national operators of the member states of the Union have also been completed. In accordance with the decision of the Board of the Eurasian Economic Commission dated September 23, 2025 No. 84 "on the introduction of traffic supervision in accordance with the agreement of April 19, 2022 on the use of navigation seals for traffic supervision in the Eurasian Economic Union", supervision using navigation SEALs will be introduced on the territory of the Eurasian Economic Union from February 11, 2026 in relation to goods transported through the territories of two or more member states. Supervision using navigation SEALs will be gradually introduced in relation to goods transported by road and rail, within the framework of customs transit and export customs procedures, as well as in the framework of mutual trade between the member states of the Union. Stages of using navigation seals. Stage 1 (from February 11, 2026): transit goods: transported by road and rail – "sanction"* goods, Alcohol, Tobacco; by road transport-clothing – shoes, electronics; export goods and goods transported within the framework of mutual trade of the EAEU member states: transported by road and rail – "sanction"* goods, Alcohol, Tobacco. Stage 2 (after 180 days): transit goods: transported by road and rail – "sanction"* goods, alcohol, tobacco, clothing, shoes, electronics; Road Transport-other goods transported under the customs transit procedure – except for goods subject to seizure); export goods and goods transported within the framework of mutual trade of the EAEU member states: transported by road and rail – "sanction"* goods, Alcohol, Tobacco. Stage 3 (after 480 days): transit goods: transported by road and rail – "sanction"* goods, alcohol, tobacco, clothing, shoes, electronics, as well as other goods transported under the customs transit procedure (with the exception of goods subject to seizure); export goods and goods transported within the framework of mutual trade of the EAEU member states: transported by road and rail – "sanction"* goods, Alcohol, Tobacco. Advantages for market participants in connection with the introduction of navigation seals: the use of navigation SEALs will minimize unnecessary checks and additional control measures carried out by Customs and other supervisory services; guarantees protection of cargo from unauthorized opening along the entire route of movement; Provides process management through the "personal account" in the information system of the national operator, including the possibility of making a single payment for services provided by operators of all member countries of the Union. For the state, the introduction of navigation seals is an effective tool in the fight against the "shadow" economy, allows you to avoid "false transit" and "false export" schemes, ensure fair competition, as well as ensure a stable receipt of tax revenues to the country's budget. We draw the attention of business representatives, including carriers, forwarders and other persons involved in transportation processes, to the need to comply with the requirements of the legislation of the Union and the Republic of Kazakhstan in order to ensure the continuity of logistics processes and compliance with the terms of Transportation. 1 national operator-contact details:: Call center: Tel: +7 708 297 6132; +7 777 110 5985; Phone: +7 (727) 3903488 (VN 331); (727) 2217795 (VN 331).
