F.Kozhabergenov was born in 1972 in Kazalinsky district of Kyzylorda region.

Graduated in 1992. Buzuluk Financial College, specialty "state revenue", in 2000. Kyzylorda Institute of Engineers of Agro-industrial production, specialty "accounting and audit", in 2010. Bolashak University with a degree in law.
