On the measures taken to combat corruption in the Department of State Revenue in the Karaganda region for 2021

As part of the prevention of corruption in 2021, the Department of State Revenue in the Karaganda region carried out the following work, namely:

1. Тhe action plan of the Department for the Prevention of corruption in state revenue bodies for 2021 has been approved and implemented.
2. Schedules of reception of citizens by management, boxes for complaints and suggestions, as well as stands with the text of the Code of ethics are placed in the buildings of the department, the state enterprise and customs posts.
3. The Department has a call center by phone numbers 1414, 87212-41-08-12 (41-16-55). According to these numbers, you can ask questions about tax and customs legislation. There is also a helpline with the function of recording (8-7212-437-000), which records messages about any illegal actions of officials in the MCU. Operational measures are taken on all the facts of Appeals and oral explanations are given.
4. In order to form an anti–corruption culture and zero tolerance for corruption among employees, 1033 various educational and educational events on anti–corruption topics were held in 2021, including: performance on TV, live on social networks - 102, on radio - 54; publications in the media, on the official website Facebook Instagram, Twitter, Telegram – 216; seminars, round tables with the participation of taxpayers, participants of foreign economic activity - 95; 566 classes with personnel were held.
5. In order to form an anti-corruption worldview among the population and a positive image of the state revenue bodies of the Karaganda region, 9 videos on the topic were produced on their own: «State revenue agencies against corruption!»
6. In addition, video and audio clips about the anti-corruption propaganda of state policy provided by the Anti-Corruption Service are broadcast on the Department's social networks and in the buildings of the UGD. Flyers about the current numbers of call centers of the Anti-Corruption Service are placed on information stands.
7. Within the framework of the «Rukhani Zhangyru» program, in the DGD and UGD in the district named after him.Kazybek bi, Oktyabrsky district and Temirtau organized a meeting with Kazakh writer Zhan Akzhanov, who promotes anti-corruption culture through reading fiction.
8. Field seminars were held among the employees of the UGD in the cities of Zhezkazgan, Satpayev, Saran, Abai, Shakhtinsk, Karazhal, Temirtau, Osakarovsky, Nurinsky, Bukhar-Zhyrau, Oktyabrsky, Kazybek bi, Zhanaarkinsky, Aktogay and Shet districts on compliance with anti-corruption legislation, the Ethical Code of Civil Servants of the Republic of Kazakhstan, labor and performance discipline with conducting a questionnaire on corruption manifestations and the state of the moral and psychological climate in the team. Based on the results of the survey analysis, the heads of the Department of Internal Affairs were given recommendations with a focus on the practice of applying the current legislation in the field of public service, anti-corruption, as well as ethical standards.
9. Together with the Department of the Anti-Corruption Service and business communities in the Karaganda region, presentations on the issues of the anti-corruption policy of the state were organized through «ZOOM».
10. Classes on the topic of combating corruption in the OGD were held through «ZOOM» and live on the Department's Instagram social network.
11. In pursuance of the Plan, a lecture-seminar was held through «ZOOM» with students of the Karaganda University named after Academician E.A. Buketov and the Karaganda University of Kazpotrebsoyuz in Karaganda with a discussion of corruption and its consequences.
12. The Department has organized daily monitoring of mass media and Internet sites to identify publications containing information about violations by employees or with their participation, about the work of state revenue bodies of the region. On the facts of a negative publication, measures are taken in a timely manner against employees or a state revenue body, refutations are published.
13. Special attention is paid to the issues of screening candidates for employment. Upon entering the civil service, all persons are instructed on the issues of ensuring the safety of activities, the procedure for working with information constituting official secrets. Restrictions and prohibitions provided for by the Laws of the Republic of Kazakhstan "On Public Service", "On Combating Corruption", the Ethical Code of Civil Servants are brought under the signature.
14. Work is being carried out on an ongoing basis to identify the facts of offenses committed by employees in order to eliminate the causes and conditions conducive to the commission of offenses, and to apply measures of influence against violators in accordance with the legislation of the Republic of Kazakhstan, including sending materials to the Anti-Corruption Service of the Karaganda region for consideration for signs of a criminal offense.
15. In order to identify and study the causes and conditions contributing to the commission of corruption offenses, an internal analysis of corruption risks in the activities of 5 departments of the Department was carried out.

Based on the results of the analysis, analytical certificates were formed with recommendations for eliminating the identified corruption risks. An action plan has been approved to eliminate the causes and conditions that contribute to the commission of corruption offenses.

16.    In order to promote a healthy lifestyle, unite employees and form a collective spirit, participation in the autumn marathon was organized, a volleyball tournament was held among employees of state revenue bodies, a trip to Karkaraly was organized with a visit to the district historical and cultural museum, the Kunanbai Kazhy mosque, cultural monuments and climbing the Peak of Pioneers mountain.
