The successful international experience of developed countries in the centralization of customs control was adopted as the basis for the creation of the Division "Electronic Declaration Center" (hereinafter – ECD).
The main advantage of creating a ECD in the Republic of Kazakhstan is the concentration in one place of customs control for goods and participants of foreign economic activities in terms of compliance with the rules for determining the customs value of goods, as well as, within the competence, ensuring the completeness of collection and timely transfer to the budget of customs payments, taxes, special, anti-dumping, countervailing duties that have a high-risk status.
With the creation of the ECD, direct contact of the officials with the participants in foreign economic activity and customs posts is completely excluded.
Interaction is carried out exclusively through IS ASTANA-1, which allows you to control the legality of the actions of ECD officials.
