On the launch of electronic customs support for the transit of goods from May 16, 2021

From May 16, 2021, electronic customs support will be used for the transit of goods imported to the address of Kazakh importers located in the" green " zone.

From May 16 of this year, the Order of the Minister of Finance of the Republic of Kazakhstan No. 407 dated April 28, 20231 "On Approval of the Rules for the use of electronic Customs escort of vehicles, as well as the interaction of state Revenue bodies, the declarant, the national operator of the information system for tracking international road transport and the carrier in the electronic customs escort of vehicles"comes into force.

The order was developed in implementation of Article 437 of the Code of the Republic of Kazakhstan "On Customs Regulation in the Republic of Kazakhstan" and provides for the use of technical means of satellite navigation (navigation seals) to track the transport of foreign goods moving through the territory of the Republic of Kazakhstan in accordance with the customs procedure of customs transit.

When developing this order, the experience of conducting pilot projects with the use of navigation seals, as well as the work carried out at the site of the Eurasian Economic Commission to improve the Unified System of Transit of Goods, was taken into account.

Electronic customs support will be applied based on the recommendations of the risk management system in relation to the categories of foreign goods least exposed to the risk of violating customs legislation, imported to the address of Kazakh importers located in the "green" zone.

Electronic customs support will be carried out directly by attaching navigation seals to the cargo compartments of vehicles and remotely tracking the movement of the vehicle from the customs authority of departure to the customs authority of destination.

The introduction of electronic customs support is aimed at simplifying customs operations during transit, reducing the time of their execution and financial costs for transit transportation.
