The main directions of the fight against corruption in the state revenue bodies

Today, such a concept as corruption has become widespread all over the world. In connection with the increased facts of corruption around the world, the topic of combating corruption has become relevant. The states were faced with such questions as " what is corruption?", what methods to fight, " how to defeat corruption?» Within the framework of such a concept as the fight against corruption, various programs and laws are being developed to prevent this negative element, such as corruption.

Corruption - illegal use by persons holding a responsible state position, persons authorized to perform state functions, persons equated with persons authorized to perform state functions, officials of their official (official) powers and related opportunities in order to obtain or extract personally or through intermediaries property (non-property) benefits and advantages for themselves or third parties, as well as bribery of these persons by providing benefits and advantages.

Currently, all State bodies and officials of the Republic of Kazakhstan, in accordance with the Law of the Republic of Kazakhstan "On Combating Corruption", are fighting corruption within their competence. This law provides for the protection of the rights and freedoms of citizens, as well as the corresponding provision of the national security of the Republic of Kazakhstan from threats arising from the manifestations of corruption.

The fight against corruption is defined as one of the priorities of the state policy, which is clearly outlined by the Head of our State.

In order to counteract corruption offenses, as well as to implement and implement the anti-corruption program, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan has developed a "Strategy for combating corruption in the state Revenue bodies of the Republic of Kazakhstan". This strategy is based on an assessment of the situation and prospects for building a highly effective public service.

The main goal of the Strategy is to improve the system of combating corruption in the state revenue bodies.

The implementation of the Strategy for the Development of State Revenue Bodies of the Republic of Kazakhstan and the Strategy for Combating Corruption in State Revenue bodies is carried out in three main areas, such as:

compliance with the deadlines for the provision of public services in order to avoid bureaucratic delays;
minimization of contacts between employees of tax authorities and taxpayers by increasing the number of electronic tax services;
improving working conditions, increasing salaries for employees of state revenue agencies, and developing a flexible bonus system to encourage the growth of their professionalism, which will also help reduce the level of corruption.

A corruption offense is an illegal guilty act (action or omission) that has signs of corruption, for which the law establishes administrative or criminal liability. The Anti-Corruption Law applies to individuals and legal entities on the territory of the Republic of Kazakhstan. Outside the Republic of Kazakhstan, the Law applies to citizens of the Republic of Kazakhstan and legal entities registered in the Republic of Kazakhstan, unless otherwise provided for by an international treaty ratified by the Republic of Kazakhstan.

Anti-corruption policy - legal, administrative and organizational measures aimed at reducing corruption risks, increasing public confidence in the activities of state bodies, and other measures in accordance with this Law.

Criminal liability and punishment for corruption crimes are provided by the Criminal Code of the Republic of Kazakhstan, administrative liability and punishment for administrative corruption offenses-by the Code of the Republic of Kazakhstan on Administrative Offenses.

Effective counteraction to corruption directly depends on the information openness (transparency) of state authorities, local governments and companies with their participation. Grant subjects of public control the right to receive summary statements about real estate, aircraft and water vessels owned by specific persons (without personal data of such persons). Today, the problem is also the lack of data on the family ties of public officials. Without such information, it is difficult to determine whether there is a conflict of interest or protectionism against relatives. Such information should also be disclosed in the interests of countering corruption.

Citizens ' distrust of the state system increases with each new step to strengthen corruption in their positions. These circumstances are compounded by the reluctance of the citizens themselves to admit to committing corrupt acts of behavior, since they do not consider their actions a crime, much less corruption. In turn, given that the solution to this problem requires the bilateral participation of both citizens and the state, the realization that the bribery of an official is also a criminal offense is very important.

Corruption as a social phenomenon has a negative impact on the image of state revenue agencies, undermines the confidence of the population, in addition, threatens the development of the market economy of the state, causes great harm to the economic and national security of our state.

In order to prevent corruption offenses, information is posted everywhere in the departments of state revenue bodies that warn the population about criminal liability for paying a bribe to an official, and measures are also taken together with other law enforcement agencies to prevent such facts. The measures taken give positive results in the fight against such a dangerous phenomenon for the state, but for the complete eradication of corruption, we need the support and understanding of the population, expressed in the manifestation of intolerance to this phenomenon.

The Department of State Revenue in Almaty pays special attention to the fight against corruption, takes measures to prevent and prevent manifestations of corruption, and also constantly works to educate intolerance to corruption among the department's employees. So, in general, the state revenue authorities carry out the following work: in order to inform the population about changes in the legislation, the department's employees provide explanations and advice on various areas of legislation, any citizen can also, at their discretion, apply to the state revenue authorities both in person and through Internet resources. For this purpose, the state revenue authorities have an "electronic government" portal, through which appeals and complaints can be sent. Along with this, on the department's website kgd.gov.kz. there is a section "Questions and answers", where anyone can also ask a question and get a qualified answer. In order to inform the public, the department's website has special sections where information about changes in legislation is published.

The study of the anti-corruption policies of the countries with the lowest level of corruption shows that the basic foundations of their measures are transparency of the activities of state bodies and the inevitability of punishment, organized control by civil society over the work of state bodies, high salaries of civil servants, effective preventive and approving work.

To date, to some extent, the Republic of Kazakhstan has and is developing legislation related to the fight against corruption, which directly includes the anti-corruption law, various anti-corruption state programs, and provides for criminal liability for corruption crimes. The foundations of the anti-corruption policy have already been laid at the present stage. And it is important to take into account that in order to solve this problem, it is necessary to involve both the state and citizens, and to realize that bribery of an official is also a criminal offense.

The fight against corruption will not be effective if every citizen does not show the determination to resist corruption, and public administration is not competent and effective.
