Last year, the head of the State Revenue Service for the Aktobe region approved an Action plan for staffing the Department of State Revenue for the Aktobe region for 2021-2022.
According to this Plan, a memorandum was signed between the DGD of the Aktobe region and the ARU named after K.Zhubanov on mutual cooperation, establishing relationships and passing students of senior courses of industrial practice for further inclusion in the personnel reserve of the most promising students and graduates. For example, over the past year, 35 students of the ARU named after K.Zhubanov have completed practical training.
Within the framework of this memorandum, 16 graduates of the ARU named after Zhubanov were employed in the structural divisions of the OGD in the Aktobe region in 2021. That is, 15 units by civil servants of the OGD (DGD-1, UGD in Aktobe-7, UGD in Alginsky district-1, UGD in Kobdinsky district-1, UGD in Kargalinsky district-1, UGD in Martuk district-1, UGD in Mugalzhar district-2, UGD in Khromtau district-1) and 1 unit by the clerk of the DGD.
In pursuance of the approved internship schedule, the corresponding Plan, 70 employees of grassroots structural units were trained in order to acquire professional knowledge and practical experience in the regional apparatus.
Based on the results of the internship by managers Departments of analysis and risks, desk control, public services, administration of indirect taxes, debt management and non-production payments assessed the theoretical knowledge of specialists undergoing training and their ability to apply this knowledge in practice.
To date, there is a need to continue working in this direction. So, according to the data in the first half of this year, 12 specialists of the rai (gor) UGD will be trained.
The heads of territorial divisions are required to ensure interchangeability in the workplace so that the absence of a specialist sent for an internship does not affect the overall workflow.
At the same time, in order to improve the quality of the work of the Department of Internal Affairs, a planned on-site work to provide practical assistance is planned on the part of the staff of the Department of Internal Affairs.
In this regard, the heads of structural divisions of the Department should be informed about the existing issues, gaps in the work and problematic situations in the activities of the rai (gor) UGD for inclusion in the consolidated plan of practical assistance.
Further, regarding the work of a disciplinary nature, in 2021, 14 inspections were carried out by state bodies authorized to exercise control and supervisory functions in relation to state revenue bodies in the Aktobe region, of which 13 inspections were carried out in the TerUGD.
The Audit Commission for the Aktobe region on the issue of ensuring the completeness of the calculation and timeliness of tax receipts and other mandatory payments to the budget and the validity of refunds and offsets of taxes and other mandatory payments from the budget conducted inspections in the UGD in Aitekebiysky, Alginsky, Bayganinsky, Irgizsky districts.
According to the results of the inspection, violations were found in the UGD in the Aitekebiy and Irgiz districts. 4 officials were brought to disciplinary responsibility for the violations committed.
The Prosecutor's Office conducted -2 inspections in the Department of Internal Affairs in Aktobe. Inspections were also carried out in the UGD in the Martuk, Mugalzhar, Kobdinsky, Wilsky, Khromtau and Shalkar districts.
According to the results of the inspection, violations were found in the UGD in the Martuk, Kobdinsky, Wilsky, and Khromtau districts, as well as in the UGD in Aktobe. For the violations committed, the officials of the specified TUGD were brought to disciplinary responsibility.
The analysis showed that the bulk of complaints were filed by individuals and legal entities on notifications of elimination of violations identified by the results of desk control and tax audits - 111, which in turn accounts for 51% of the total number of complaints received this year.
In the past 2021, 2 complaints were confirmed, according to the results of consideration of which, 3 officials of the Ministry of Internal Affairs of the Aktobe region were brought to disciplinary responsibility:
- according to the complaint of the representative of the LLP "Production and Trading Group B and C" Vakhitova T.R. (YUL-V-370 dated 02.03.2021) about the illegal blocking of accounts before the entry into force of the judicial act, the chief specialist of the legal department of the UGD in Aktobe Nagimetov A. was brought to disciplinary responsibility in the form of a "remark".
- according to the complaint of the head of the farm "Nuraly" Tuleuova A.D. (FL-T-218 dated 03/25/2021) on the fact of illegal closure of accounts, the head of the department for work with taxpayers of the UGD in the Shalkar district Suleimenova M.A. was brought to disciplinary responsibility in the form of a "remark", the chief specialist of the UGD in the Shalkar district Aimbetova S.S. was brought to disciplinary responsibility in the form of a "remark".
I pay special attention to the eradication of shortcomings in the work, mistakes that can still be eliminated and brought into line and not allowed in the future. If such violations occur in the future, the heads of the UGD will be brought to disciplinary responsibility.
At the same time, the Department informs you that information on inspections conducted with respect to the THEN state bodies authorized to exercise control and supervisory functions must be submitted in accordance with the "Procedure for interaction of state Revenue bodies on inspections conducted with respect to territorial state Revenue bodies", approved by Order of the Chairman of the SRC of the Ministry of Finance of the Republic of Kazakhstan No. 18 dated January 19, 2022 within the prescribed period.
I would also like to inform you that the Head of State, during the meeting on combating corruption, separately focused on the issues of eradicating corruption in the tax and customs spheres. The President added that bribery in the field of customs and transport control does not allow the full use of Kazakhstan's transit potential.
