Exceptions are checks aimed at preventing mass threats to the life and health of the population, the environment, eliminating the rule of law, and so on. For example, inspections that are carried out in cases of poisoning of people, fires, non-payment of wages are not subject to this moratorium.
The Committee on Legal Statistics and Special Records of the General Prosecutor's Office of the Republic of Kazakhstan (the Committee), as part of its supervisory activities, not only keeps records of such checks, but also checks the legality of their appointment.
The analysis showed that the imposed moratorium and the current quarantine restrictions contributed to a 5-fold decrease in the number of inspections against businesses in 2020. If in 2019, entrepreneurs were subjected to inspections 128 thousand times, then in 2020 the number of inspections was slightly more than 27 thousand, for 5 months of this year-5 thousand.
Meanwhile, over the past period of this year, within the framework of the moratorium on inspections of small and micro businesses, the Committee's employees stopped about 30 illegal inspections.
It should be noted that the entire process of accounting and registration of inspections is digitized in the information system "Unified Register of Subjects and Objects of Inspections" (ERSOP). This system is primarily designed to protect businesses from illegal inspections, which ensures transparency of state control and supervision.
Within the framework of the ERSOP, a mobile application "Qamqor" has been developed, through which entrepreneurs can receive notifications about upcoming inspections, submit complaints online. To date, the application is used by more than 110 thousand businessmen.

In addition, any entrepreneur who came to check can look at the information service www.qamqor.gov.kz the validity of the check by entering the act number in the appropriate field. After receiving information about the inspection body, the inspection period, and the data about the inspection person, you can make sure that the inspection is registered. If there is no such information, then the check was not registered with the prosecutor's office, and it is illegal.
