One of the reasons for the introduction of universal declaration is the introduction of a mechanism for submitting a declaration by the population to ensure a modern form of dialogue between citizens of the country with the state apparatus.
           The state, using declarations as a source of information about the income received and the applicable tax deductions for social expenses:
- analyzes this information;
- sees a detailed picture of the current state of the country's population;
- identifies socially vulnerable segments of the population;
- carefully builds and corrects the policy of state support.
