Automation of construction quality control (E-Kurylys)

undefined

The Ministry proposes to implement automation of construction quality control by creating a "Single digital portal".

For today the draft Law "On amendments and additions to some legislative acts of Kazakhstan on issues of improvement of business climate", included the development and approval of rules governing the management of the portal and information systems for the organization of carrying out construction on the principle of "one window".

In turn, the information system is being tested in a pilot mode on real objects in the city of Nur-Sultan. (For reference: 1. Reconstruction of secondary school No. 68 in Nur-Sultan, 2. Reconstruction of the river Ishim in the city of Nur-Sultan, 3. Kennel for dogs and cats, located in the city of Nur-Sultan).

The portal covers all stages of construction-from the pit to the completion of construction. All hidden works will not only be completed by acts, but also stored in photo and video format.

The principle of operation of this system is that it provides a single digital platform for all construction participants (the customer, the contractor, technical and author supervision), where all necessary permits and PDAs will be downloaded using an electronic digital signature, and everyone will fill out and maintain Executive and technical documentation (acts, magazines, regulations, etc.).

This system also provides for the connection of rotary cameras installed on construction sites, providing an overview for tracking and cameral monitoring of the construction of the object by the GASK MIO authorities.

If necessary, this system will allow you to connect social protection agencies, fire, sanitary and epidemiological services and other interested bodies.

Thus, the introduction of IP provides for:

1) ensuring transparency at all stages of construction;

2) Information interaction of all participants in the construction process from the zero cycle to the commissioning of the construction object;

3) Storing all documentation in a single system and with access for any time;

4) Daily monitoring of construction progress, transparency and traceability of technological processes;

5) Control of input material according to the content of local production.

In addition, we are developing mechanisms of effective state control, upon receipt of the signal and detect violations at a Desk monitoring in this system, the bodies of GASK m & e inspections with the principle of surprise and take appropriate administrative measures against violators.

This mechanism involves a legislative exception to the General (preventive) procedure for conducting inspections of individual state bodies.
