Nurly Zher

In the implementation of the strategic initiatives of the President and the President's instructions within the framework of the nation address on October 5, 2018 September 2, 2019 and election programs developed the draft State program of housing and community development "Nurly jer" in 2020-2025 years."

The Program includes issues of heat and water supply and sanitation, modernization of the municipal sector, repair of houses from The state programs of infrastructure development "Nurly Zhol" for 2015-2019 and development of regions until 2020.

The "Nurly Zher" program is aimed at the General population and offers various mechanisms to support the availability of housing and the construction sector by attracting private investment and savings of the population, through the implementation of 5 main tasks:

- implementation of the unified housing policy,

- rational provision of high-quality drinking water and sanitation services to the population,

- modernization and development of the housing and utilities sector

- capital repairs and renovation of housing stock,

- improvement of architectural, urban planning and construction activities.

The goal of the Program is to increase the availability and comfort of housing and develop housing infrastructure.

During the period of implementation of the program, we plan to build more than 103 million square meters of new housing for all sources, increasing the provision of housing per resident to 26 square meters.

Also, one of the indicators of the Program's results will be ensuring 100% access of the population to water supply services (today in cities 97% and in villages 62%), reducing the wear and tear of existing life support networks to 47% (today 57%) and bringing the share of multi-apartment buildings requiring major repairs to 18.1% (today 22.4%).

As a result of the implementation of the Program, it is expected to create 60 thousand jobs at sites with state participation.

As part of the first task of "Implementing a unified housing policy", the housing affordability ladder is being implemented.

The determining factor will be the income of the population.

Waiting lists with incomes up to one living wage per family member (29.7 thousand tenge) are provided with rental housing without redemption (orphans, disabled people of groups 1 and 2, pensioners, etc.).

The "2-10-20" program "Bakytty Otbasy" will continue to be available to waiting lists with incomes up to 2 subsistence minimums (59.4 thousand tenge), these are large, incomplete and families with disabled children.

Waiting lists with incomes up to 3.1 per cent of the subsistence level

minimum (92 thousand tenge), can apply for credit housing of akimats under the program "5-20-25" (military personnel, state employees, civil servants).

The "7-20-25"program is available for citizens with incomes over 3.1% of the subsistence minimum.

Those who have incomes over 5 subsistence minimums (148.5 thousand tenge) will be able to use existing market products to purchase primary and secondary housing ("Baspana-hit" of the national Bank, "Orda" KIK, "Svoy Dom" ZHSSBK).

More than 76 thousand low-income families will be provided with rent-free housing for 6 years of the Program implementation.

During this period, 48 thousand large families will be offered rental housing (the first 3 years of 10 thousand apartments and the next 3 years of 6 thousand apartments),

For reference: if for the 1st half of this year, 38.2 thousand families were in the queue for housing in akimats, then as of October 1, 44.7 thousand large families are already registered.

More than 22 thousand apartments are provided to other socially protected segments of the population that are registered in Akimats (3.7 thousand apartments each year),

6 thousand rental apartments are provided to working youth in the million-city cities of Nur-Sultan, Almaty and Shymkent (3 thousand apartments each year, in 2019, as part of the year of youth, 3 thousand apartments are provided). The maximum amount of monthly rent will be 8-10 thousand tenge, which will allow young professionals living in such an apartment to accumulate funds for the purchase of their own housing.

Within the framework of the direction "Bakytty Otbasy" for 4 years, 40 thousand preferential loans will be issued at 2% through Zhilstroisberbank. On behalf of the President, the provision of such loans is doubled from 2020 to 10 billion tenge (in 2019, 5 thousand loans are provided).

The construction of affordable credit housing continues, due to the issue of state securities of akimats. Over 6 years, the population will be offered to buy 68 thousand credit apartments (11.3 thousand apartments annually).

It is important to note that additional funds are not raised from the budget. Implementation is carried out through the reuse of funds previously allocated from

National Fund in 2016-2017 as part of anti-crisis measures.

To ensure the purchase of credit housing, 18.7 thousand loans of Zhilstroisberbank will be issued at 5% per annum (annually 3.1 thousand loans for 30 billion tenge).

To ensure transparency in obtaining social housing and unified system accounting, a unified Republican database of waiting lists is being introduced.

This will allow you to automate the processes of registration, reconciliation of data and distribution of housing, removal from the queue and use the data to determine the availability of housing, ensure targeted state support and efficient use of public funds.

To encourage the construction of housing by the population and businesses, we increase annual funding for the construction of areas of mass housing development with engineering communications to 130 billion tenge (100 billion tenge was provided until 2020).

Including at the expense of these funds, annually 40 thousand land plots prepared by the necessary infrastructure will be issued to the population for the construction of individual housing (2017-2019 to 170 thousand plots of housing and communal services).

The second task of the Program is to provide the population with quality drinking water.

We plan to build 4188 km of water supply networks (2,420 km) and water disposal networks (1,768 km) in urban settlements at the expense of the Republican and local budgets.

Extra-budgetary funding, PPP mechanisms and MFI loans will be used for the reconstruction of the networks.

In villages with a population of less than 200 people, the problem of water supply will be solved through the installation of complex block modules for water purification, and with a population of more than 200 people - through centralized water supply.

We plan to provide 100 % access to centralized water supply by 2023

Issues of construction and reconstruction of sewage treatment facilities (CBS) are also being addressed.

Out of 86 urban localities, treatment plants

there are only 58 structures with an average wear rate of more than 60 %.

It is planned to attract 328 billion tenge from MFIs for the reconstruction and construction of 53 CBS.

MFIs confirm their readiness to provide loans for up to 15 years under the Government's guarantee.

For reference: it is necessary to subsidize the tariff for debt service (25 billion tenge per year)

This will allow for the complete modernization of CBS in cities within 3 years and achieve 100 % coverage of CBS by 2024.

The third task of the Program is aimed at modernizing and developing the housing sector.

The length of heat supply networks in Kazakhstan is 11511 km, the average wear of which is 60%.

3,381 km of networks are dilapidated, that is, they need reconstruction.

It is proposed to allocate 240 billion tenge to replace dilapidated networks within the framework of the budget lending mechanism.

The fourth task provides for measures to carry out major repairs and renovation of the housing stock.

Today, the housing stock of the Republic has more than 78 thousand apartment buildings, of which 18 thousand houses require major repairs.

In 2020-2021, it is planned to allocate 30 billion tenge to the regions, which will allow repairing 700 houses and 126 houses at the expense of revolving funds (a total of 826 multi-apartment houses).

As part of the fifth task, measures are being taken to improve architectural, urban planning and construction activities by:

- development of new and updating of existing standards, standard projects, urban development projects of national significance.

- digitization of legal acts and technical documents (BIM-technologies) and development of urban planning cadastre (inventory of aboveground and underground communications).

In order to establish transparency of construction processes and quality control of construction, a unified information system "E-Kurylys"is being developed.

For reference: the Principle of operation of this portal is as follows: the Customer uploads all permits and design estimates to the portal.

Other construction participants (contractors, technical supervision, author's supervision) use an electronic digital signature to access this portal, and each performs functions within its competence.

The system allows you to connect the emergency, SES and labor Inspection bodies and other interested bodies, as well as simplify the procedure for acceptance of the object into operation.

All work will be carried out in the blockchain, stored forever and the data will not be able to be corrected.

In addition, we plan to streamline the work of expert organizations to conduct technical inspections of buildings.

We also provide for the transfer of expert activities to a self-regulatory organization (SRO) that will oblige expert organizations to carry out insurance of their civil (professional) liability to consumers of services. At the same time, the state will be assigned the function of monitoring the activities of the SRO.

This work is carried out within the framework of the draft Law "on amendments and additions to certain legislative acts of the Republic of Kazakhstan on improving the business climate".

The total need for financial resources for the implementation of the resolution and the Program for 6 years (2020-2025), including the national, local budgets and extra-budgetary funds will amount to 4,837 billion tenge, including:

from the national budget – 3,132 billion tenge (65% share), of which 224.7 billion tenge is additionally needed for 2020 (the total need is 614.1 billion tenge, of which 389.4 billion tenge is provided by the Program budget for 2017-2021);
