President Kassym-Jomart Tokayev: "Expanding the scope of our language remains the main direction of state policy. This is an unshakable position for us. The demand for the Kazakh language in the country is growing every year. The Kazakh language has become the language of business, science and technology. The most effective and direct way to further develop this process is education. We strengthen the language without forcing anyone, increasing the need for everyday life. Nothing comes of it in relation to the state language. The main thing is that there is a specific case."
As you know, for more than thirty years since independence, a unique system of public finance management has been formed and improved - the domestic treasury, the field in this area in the state language has expanded.
In the context of the development of the state language, its full-fledged work in professional areas, including the financial system, is of particular importance. Treasury, as one of the main institutions of public financial management, daily works with complex concepts that require accuracy, uniqueness and uniformity. In this regard, the issue of using Kazakh terminology goes beyond official translation and becomes an important tool for effective work.
Today, the Kazakh language is actively introduced into office work, regulatory documents and information systems. However, in practice, its use often becomes official: terms are literally translated without taking into account their legal and professional characteristics. This leads to a gap between the language of the document and its practical application, which in turn affects the quality of communication and performance.
Financial terminology in the treasury includes many concepts: from budget planning and execution to accounting for obligations and making payments. At the same time, in practice, the problem of variability and incomprehensibility of terms remains. For example, the term "budgetary obligation" is correctly translated into the state language as "budgetary obligation," but sometimes there is also a simplified version of "budgetary obligation" that distorts the meaning of this word. A similar situation is observed with regard to the translation of the term "payment order": in the documents, along with the approved version of "payment order," the literal translation "payment device" is used, which can cause confusion when processing data.
The term "treasury escort" was transmitted with translation in various versions: "treasury escort," "treasury escort."
For example, in the 2008 Budget Code (repealed), this term is translated as "treasury support": "36-1) treasury support - activities to monitor the targeted use of funds allocated for the implementation of budget investment projects related to construction, to ensure the completeness of payment of taxes and other payments to the budget by participants in the implementation of a budget investment project - the general contractor and subcontractor at all stages of payments through cash control accounts;" (https://adilet.zan.kz/kaz/docs/K080000095_/links#to).
In the Budget Code adopted in 2025, the term "treasury support" is given in Kazakh as "treasury support": "Treasury support - activities to monitor the targeted use of funds allocated for advance payments in the implementation of budget investment projects related to construction, when making payments through cash control accounts in accordance with Article 110 of this Code.." (https://adilet.zan.kz/kaz/docs/K2500000171/links#to )
Despite the external similarity, they have different semantic shades: the translation "treasury support" more accurately reflects the process of supporting financial transactions, and "support/support" in Russian is close to the concept of "support" and cannot fully convey the content of the function "support - support." Such inconsistencies form a ambiguity in understanding the tasks of the Treasury and can lead to differences in documentation.
Additional difficulties arise from the interaction of languages in business correspondence and reporting. Almost simultaneous use of the same term in Russian in several versions violates the norms of business style and reduces the level of professional communication.
In addition, the issue of using terms in treasury information systems is important: for example, concepts such as "cash execution" and "monetary execution" are sometimes applied to each other, although the system may perceive them as different indicators, which leads to errors in the formation of reporting.
There are also positive examples. Basic terms such as "income," "expenses," "budget" are firmly entrenched in legislation and practice. Their uniform use improves accuracy, speeds up information processing and reduces the likelihood of errors.
The role of terminology in treasury operations is difficult to overestimate. It ensures accuracy in paperwork, promotes correct reporting and simplifies interaction between government agencies. In the context of digitalization, this acquires particular importance, since information systems require strict standardization of concepts. Any ambiguity in terminology can lead to technical problems or data distortion.
Moving from word to practice requires a systematic approach. First of all, it is necessary to standardize terminology at the state level with the development of unified glossaries and methodological recommendations. An important area is advanced training of employees, including training in the correct use of terms in professional activities. In addition, approved terms must be integrated into treasury information systems, ensuring their uniform use in the digital environment.
The practical significance of the development of Kazakh terminology is obvious. This not only increases the efficiency of the Treasury, but also makes financial processes transparent and understandable for citizens. Ultimately, this will contribute to strengthening the status of the state language and expanding its full application.
Thus, Kazakh terminology in the treasury is not only a language issue, but also an important element of the public finance management system. Its development and practical implementation are a prerequisite for improving the quality of public services and the efficiency of financial processes.
