Transformation of the state treasury system in Kazakhstan: Digital tenge

Digitalization of public finance in Kazakhstan is reaching a new level, moving from individual initiatives to systemic transformation.

Today, the state treasury of Kazakhstan is one of the largest financial infrastructures in the country. In 2025 alone, more than 49 million financial documents were processed and more than 31 million payments were made through the system of the National Bank of Kazakhstan.

The Treasury serves more than 15 thousand organizations, including government agencies, entities of the quasi-public sector and participants in public procurement. The volume of budget execution is also impressive: about 29.6 trillion tenge at the republican level and 18.2 trillion tenge at local budgets.

Such scales require not only digitalization, but a qualitatively new system architecture capable of providing speed, transparency and manageability of financial flows.

One of the key directions of transformation is the transition from the control to the service model of the Treasury. Today, the system not only records operations, but also actively prevents violations. In 2025, thanks to preventive control, financial documents worth more than 20 trillion tenge were returned, which indicates the high efficiency of early risk detection mechanisms. The central element of the reforms is the Digital Tenge, developed jointly with the National Bank of Kazakhstan.

The main difference between the digital tenge is its programmability. This means that the state can set the conditions for the use of budget funds.

Н

and practice allows:

track the movement of funds at all stages;
eliminate misuse;
automation of contract execution control;
minimize corruption risks.

In 2025, pilot projects were successfully implemented using digital tenge in real sectors of the economy - from agriculture to infrastructure. Within pilots:

4 digital accounts were opened for project participants;
28 transactions were carried out in the amount of 2.3 billion tenge on the expenditure side;
implemented operations on "digital VAT" in the amount of 133 million tenge.

Despite the successes achieved, the current system requires modernization. In the coming years, it is planned to create a new treasury architecture focused on:

making payments in the format of digital tenge;
end-to-end monitoring of budget flows;
implementation of forecasting and liquidity management tools;
the use of artificial intelligence elements;
creation of a single information and analytical environment.

Particular attention is paid to integration with other government systems, the introduction of biometric identification and automation of processes - up to the formation of payments based on data on work performed.

An additional area of transformation is the development of liquidity management tools. Already today, the Treasury uses mechanisms for the redistribution of temporarily free budget funds to cover cash gaps. In the future, these processes will be fully digitalized and integrated with the analytics system, which will allow more accurate management of the state's cash flows.
