Over the past two decades, the state treasury of Kazakhstan has been consistently building a digital ecosystem for managing public finances. One of the first steps was the integration of information technologies into budget processes: already in 2003, a unified information system was introduced, and in 2012, complete automation of treasury operations was completed with the launch of the Treasury-Client system. This made it possible to significantly increase the transparency and manageability of budget flows, as well as reduce the processing time of financial documents.
Today, the digital transformation of the state treasury is reaching a new level. The focus is on the development of a service model for budget execution, in which the state treasury acts not only as a controlling body, but also as a partner for government agencies and organizations of the quasi-public sector. This approach involves comprehensive support: from improving the regulatory framework and reporting forms to consulting and explanatory work and the introduction of convenient digital services.
Significant changes are also taking place in the technological infrastructure. The transition to the international standard for financial communications ISO 20022 was an important step in Kazakhstan's integration into the global financial system. This solution made it possible to speed up the processing of payments, increase their accuracy and automate a number of processes. At the same time, integration with the state database of individuals was implemented, which made it possible to automatically verify the data of recipients and minimize errors in making payments.
As part of the update of budget legislation, a new budget structure has been introduced, including the category "Special income." This expands the possibilities of accounting and managing financial flows, making the budget system more flexible and adaptive to modern challenges.
Special attention is paid to the development of digital tenge as one of the key tools to increase the transparency of public finances. In 2025, pilot projects were successfully implemented, within the framework of which the digital tenge was used to finance the purchase of agricultural machinery, cattle, as well as during the repair of roads. Digital accounts were opened in the system for project participants, dozens of transactions were carried out: on the expenditure side - in the amount of 2.3 billion tenge, on the income side - in the amount of 133 million tenge within the framework of the Digital VAT project.
The main advantage of the digital tenge is the ability to fully trace the movement of budget funds. This allows you to control their use at each stage and significantly reduces the risks of misuse. Currently, work on the Digital VAT project is ongoing, and the results are considered as the basis for further scaling.
Already in 2026, it is planned to significantly expand the use of digital tenge in the budget process. In particular, it provides for its integration with various state information systems, which will ensure end-to-end transparency of financial transactions. At the same time, additional digital tools will be introduced aimed at improving security and efficiency: biometric identification of users with the right to sign, as well as integration with the public procurement system to confirm payment in the systems of the state treasury.
Particular attention is paid to reducing corruption risks. By integrating information systems and automating processes, the possibility of manual intervention in critical operations, such as editing payment documents or creating invoices for payment, is eliminated. This creates a transparent and controlled environment where all activities are captured and analyzed.
At the same time, the current state treasury system requires further development to meet the growing requirements for public finance management. In this regard, work is underway to create a new architecture of the treasury system. It will focus on the operational management of financial resources and will ensure the introduction of modern technologies, including elements of artificial intelligence.
The new system involves the introduction of tools for monitoring, forecasting and managing liquidity, the development of remote treasury services, automation of key processes, transfers to the budget in the "green corridor" format. It is also planned to implement a full-fledged accounting of operations, including using the digital tenge, and the formation of a unified information and analytical environment to support management decisions.
It is expected that the implementation of these initiatives will expand the range of organizations connected to the treasury system, including the quasi-public sector, increase the availability and convenience of services, and ensure more efficient management of budget funds.
This year, it is planned to develop all the necessary documentation, and starting next year it is planned to begin practical implementation of the new digital architecture of the state treasury.
