In 2025, the Committee received the status of a state body and became the State Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan. At the same time, staff expansion and additional costs were not provided - the work continued in the same format.
In 2025, timely and transparent budget execution at all levels remained a key task. Cash execution of the republican, regional, district and city budgets was ensured.
As of January 2026, the treasury system serves more than 15 thousand clients - government agencies, organizations of the quasi-public sector and participants in public procurement. During the year, more than 49 million financial documents were processed, more than 32 million reports were formed and more than 12 million payment orders were carried out.
Work continued to support public-private partnership projects - more than 1,300 contracts worth about 2.8 trillion tenge were executed.
As part of financial control, more than 48 thousand documents were returned to eliminate comments and comply with established procedures.
In the field of liquidity management, mechanisms were used to redistribute temporary free funds within the budget system to cover cash gaps in the implementation of the norms of Art. 113 of the Budget Code, the State Treasury Committee introduced such liquidity management tools as attracting temporarily free budget money within the ECS from the KSN of the relevant local budgets and SCS to the KSN RB to equalize the current level of liquidity in exceptional cases. In August, funds from several regions were raised for the first time. The funds in full were returned back to the local budget.
Preparations have begun for the placement of temporarily free budget funds on deposits of second-tier banks with a high credit rating.
Together with the National Bank, the testing of the digital tenge has been completed: 4 digital accounts have been opened and 63 transactions worth more than 2.4 billion tenge have been carried out.
Use of information technology
In 2025, the development of digital solutions of the Treasury continued.
The international standard for payment messages ISO 20022 was introduced with the transition to MX formats, which made it possible to speed up and automate payment processing. Integration with the State database of individuals has been implemented for automatic reconciliation of the full name and IIN of payment recipients.
Within the framework of the new Budget Code, an updated budget structure was introduced with the introduction of the "Special Income" category.
At the same time, work began on a comprehensive revision of digital solutions in the field of treasury budget execution.
Development of the treasury system
The current treasury system limits the possibilities of operational liquidity management and end-to-end monitoring of the consolidated budget. In this regard, work has begun on the creation of a new architecture of the treasury system using modern digital solutions, including elements of artificial intelligence.
The following is provided:
making payments in digital tenge;
implementation of liquidity monitoring and forecasting tools;
development of remote treasury services for the quasi-public sector;
implementation of a risk management system;
automation of payment processes, including salary payments and transfers to the budget ("green corridor");
accounting for transactions in digital tenge;
Update the user interface
creation of a unified information and analytical environment to support management decisions.
The expected effect is to expand the number of serviced organizations, develop accounting in the treasury system and increase the transparency of public funds management.
In 2026, the work of the Committee will be aimed at further digitalization and increasing the efficiency of treasury processes.
