Kalmukhanbet Saparbekovich was born in 1974 in the Turkestan region.

He studied at the Khoja Ahmed Yassaui International Kazakh-Turkish University with a degree in International Economic Relations, and at the International Humanitarian and Technical University with a degree in Jurisprudence.
