He was born in 1963. In 1985 he graduated from the Kurgan Agricultural Institute with a degree in agricultural scientist. Also, in 1998 he graduated from the Institute of training, retraining and advanced training of personnel with a degree in accountant - economist.
He began his career in 1985 as a foreman of the sheep-breeding brigade of the state farm "Chervony".
1986 - headed the position of secretary of the Komsomol committee of the state farm "Chervony" of the Kuibyshev district in Kokshetau region.
1986 - 1992 – headed the position of the second, first secretary of the Kuibyshev district committee of the Komsomol; head of the department of the Kokshetau regional committee of the Komsomol; deputy chairman of the Committee on youth affairs of the Kokshetau regional executive committee.
1992 - 1995 headed the position of assistant to the head, chief inspector-consultant of the Kokshetau regional administration.
1995 - 2008 - held the position of Deputy, First Deputy Chairman of the Kokshetau Territorial Committee for State Property; Deputy Chairman of the Kokshetau Regional Committee for State Property and Privatization of North Kazakhstan Region; Deputy Chairman of the Akmola Territorial Committee for State Property and Privatization.
2008 - 2012 - headed the position of Deputy Head of the Interregional Department of State Property and Privatization of the “Saryarka” Committee - Head of the Akmola Region Branch.
2013 - 2021 - headed the position of Head of the Akmola Department of State Property and Privatization of the Committee in the Ministry of Finance of the Republic of Kazakhstan.
Since July 2021, he was appointed head of the Treasury Department for the Akmola region of the Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan.
