On official development assistance provided by the Republic of Kazakhstan to foreign countries in 2023

In accordance with the Law of the Republic of Kazakhstan “On official development assistance” dated December 10, 2014 and the status of “invited” in the Development Assistance Committee of the OECD, the Ministry of Foreign Affairs of the Republic of Kazakhstan submitted a statistical report on official development assistance provided to foreign countries in 2023.

The total amount of official development assistance provided by Kazakhstan through bilateral and multilateral channels in 2023 amounted to USD 31.69 million.

The main recipients of bilateral assistance in 2023 were:

Afghanistan (USD 66 million);
Tajikistan (USD 75 million);
Pakistan (USD 36 million);
Egypt (USD 21 million);
Türkiye (USD 20 million).

ODA in 2023 was allocated for development assistance purposes, including in the following priority areas:

Humanitarian assistance, including emergency response and disaster prevention;
Economic infrastructure, including energy and communications;
Other multisectoral areas, including administrative and institutional expenditures.

The remaining part of ODA was transferred as contributions to international organizations engaged in development cooperation.

The inclusion of Kazakhstan’s ODA data in the official OECD DAC reporting reflects the strengthening role of Kazakhstan in international development cooperation.
