In our region, every fifth inhabitant is under 30 years old. The youth of Karaganda is a generation that grew up during the formation of the country's independence. Currently, a new youth has been formed with value positions, innovative projects aimed at achieving the set goals. The Year of Youth is over. However, the development in the youth sphere, which is now taking place in the region, is not associated with one calendar year. We will continue to work at the given pace. Moreover, next year has been declared the Year of the Volunteer, where student and student youth will play an active role. In his Address "Constructive public dialogue - the basis of stability and prosperity in Kazakhstan" Kassym-Zhomart Kemelevich Tokayev identified the top-priority plans and tasks of a new level. A priority in social policy is large-scale investments in the development of human capital, primarily youth and adolescents.
Therefore, in the Year of Youth, the main attention was paid to topical problems in the youth sphere and projects involving targeted and informational work. The Year of Youth passed under the motto “Support. Confidence. Possibility". Only for the development of youth projects from the budget as a whole in the region in 2019 was allocated 878 million tenge, which is 50.6% higher compared to 2018 (2018 - 582.7 million tenge). At the end of the year, all the planned activities were carried out. Among them, the most significant are the International Forum of Rural Youth, the V International Festival of Robotics, Programming and Innovative Technologies "RoboLand-2019", the Republican Military-Patriotic Youth Gathering "Aibyn", etc. As part of the celebration of the 125th anniversary of the writer and statesman Saken Seifullin, on September 19-20, the Republican forum of young poets and writers was held with the participation of eminent writers. The Republican Forum of Leaders, the Regional Youth Forum "Assembly of Zhastary", the Gathering of Young Journalists and Bloggers were also held. The third International IT Forum was held to support youth startups in the field of high technologies.
An important event was the participation of student and scientific youth in the Youth Scientific Conference "Actual problems of modern science: the view of young scientists." In order to popularize the debate movement among youth, a republican debate tournament for the Cup of the Akim of the Karaganda region was organized and held in December 2019. All events took place with the direct participation of youth public associations. To date, 87 youth NGOs are officially registered in the region. The "Union of youth and children's organizations of the Karaganda region", "Zhas Ulan", the youth wing of the "Nur Otan" party - "Zhas Otan", "Zhargyn bolashak", "Youth Union of the Karaganda region", "Temirtau youth club", " For the sake of the future ”,“ Zhas Orda ”and others.
An important event of the Year of Youth is the organization of work on the construction and reconstruction of 4 hostels for students of universities and colleges as part of the implementation of the 3rd social initiative of the First President of the Republic of Kazakhstan "Increasing the availability and quality of higher education and improving living conditions for student youth." The Medical University of Karaganda, Karaganda State Technical University, Karaganda State University named after E.A. Buketov, Karkarali Agricultural College named after Mynzhasar Adekenov took an active part in the implementation of this initiative. By 2022, 4 dormitories for 1000 places will be put into operation. Thus, the Year of Youth has become an incentive for the development of youth initiatives. The implementation of the tasks is facilitated by the activities of the Youth Resource Centers (MRC). There are 18 regional and 1 regional MRC in the region. The activities of the centers are aimed at providing psychological and legal assistance, support for youth initiatives, assistance in employment, etc. In 2019, 3256 events were held in the region, covering 280 thousand people. For graduates of orphanages, psychologists of the MRC provided 192 legal, 89 psychological and 54 information consultations during the year.
Interaction of the state with public associations is carried out by the Council for Youth Affairs under the akim of the Karaganda region, endowed with the status of a consultative and advisory body. Similar Councils function under the akims of cities and regions. In 2019, more than 40 meetings were held, incl. 1 extended, where topical issues of the youth sphere were considered. To support youth entrepreneurship in the countryside, a competition for grants from the regional akim is held annually. In 2019, 10 million tenge was allocated from the regional budget. Since 2005, 188 grants have been provided in the amount of 53.5 million tenge. Similar projects are being implemented in rural areas of the region. Within the framework of the project "Zhas kusipker" in order to attract young people to entrepreneurship, to implement business ideas, 1235 people were trained during the year, of which 863 people received grants. ah project "Bastau Business" 1547 young people were trained, of which 347 people received grants. To improve the financial literacy of young people in schools and colleges of the region, together with NPP "Atameken", courses on "Financial literacy and the basics of entrepreneurship" have been opened, business incubators have been created. In the colleges of the region, the courses "Fundamentals of IT technology", "Development of entrepreneurial skills of college students" have been introduced, 26 business schools are operating, student design bureaus have been created. In order to implement comprehensive measures to ensure employment and employment of youth, within the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021, 20,745 people were employed, youth practice was sent - 1,573 people.
In the region, targeted work with youth of the NEET category has been organized. At the same time, the main attention is paid to information work with the involvement of public organizations and interested government agencies. In order to reduce the number of unemployed youth, 11 Job Offices have been opened at markets and train stations. They operate on the principle of a single window - you can immediately get government services, advice from the Chamber of Entrepreneurs, the Financial Support Fund. In 13 regions of the region there are mobile mobile employment points by means of vehicles. At the end of 2019, 4,234 people applied to Job Offices, of which 1,423 were young people. Corresponding work was carried out with them: 838 people were employed, 619 were sent to short-term training courses, 3264 people received advice. Young people take an active part in the Zhasyl El movement. The coverage was up to 2 thousand people (2018 - 1505). In addition, improvement works are envisaged at all new facilities under construction. This enables young people to be involved in improving the environment in the region, to be employed during the vacation period.
In 2019, representatives of the youth movement "Zhastar - Zhastarka" visited all regions of the region, where meetings with young people were organized to explain the measures of state support, job fairs were held and targeted assistance was provided. The caravan visited more than 32 rural districts and 9 cities, with a total coverage of more than 15 thousand people. Within the framework of the project "With a diploma - to the village!" in 2019, 482 young specialists arrived in rural areas (2017 - 151, 2018 - 386) in priority specialties. The Comprehensive Plan for Provision of Housing for Orphans and Children Left Without Parental Care for 2017-2019 is being successfully implemented. In 2019, with a plan of 82 apartments, 133 apartments were issued (162%). Particular attention is paid to information and explanatory work on the implemented state programs in the field of housing relations. More than 100 meetings were held with representatives of Zhilstroisberbank, the Kazakhstan Mortgage Company (KMC) to explain the 7-20-25 project and other state programs with the participation of about 3500 people.
Every year the work of volunteers becomes more and more important. In the Karaganda region, 89 volunteer groups operate, covering about 5,000 young people from among students and students. They work in such main areas as social, sports, environmental volunteering, etc. Also, weekly volunteer groups visit orphanages, various medical and social institutions. A corps of volunteers "VolteQ" has been formed and is working. Within the framework of strengthening Kazakhstani patriotism, interfaith harmony and interethnic tolerance, the military-patriotic movement "Zhas Sarbaz" is developing; there are 63 military-patriotic clubs, where more than 1300 people are engaged. Every year the military-patriotic clubs take part in the republican military-patriotic gathering "Aibyn". To study the opinions of young people and identify problematic issues, the department annually conducts sociological research on topical topics. The obtained research results highly appreciate the work carried out in the youth sphere. For example, 89.4% of young people assess the political situation in our country as favorable and give a positive assessment of the regional policy pursued in relation to it (2018 - 89.2%); 96.1% love their Motherland and consider themselves its patriots (93% in 2018); a favorable interfaith environment remains - 97% (2018 - 96.7%).
