Regulations on the procedure for awarding the prize of the akim of the Karaganda region "Til janashyry"

1. The Prize of the Akim of the Karaganda region "Til janashyry" (hereinafter referred to as the Prize) is awarded in order to enhance the public role and significance of the state language, stimulate and provide support to persons who have contributed to the development of languages ​​and the implementation of state language policy.
2. The regional akim's prize is awarded once a year at a solemn event dedicated to the Day of languages ​​of the people of Kazakhstan.
3. Persons who have made a direct contribution to the development and promotion of the state language and other languages ​​of the people of Kazakhstan in the following nominations can participate as applicants for the Prize:

Nomination "Til maitalmany" - among citizens engaged in creative activities and representatives of the intelligentsia over 35 years old who have made a significant contribution to the development and popularization of the state language, as well as who are the developers and implementers of educational, cultural and educational programs, methodological manuals participating in the organization of cultural events aimed at expanding the use of the Kazakh language in various spheres of society;

Nomination "Memlekettіk til - memlekettіk qyzmette" - among state and civil servants, freelance specialists working in state institutions, for a significant contribution to expanding the scope of the state language in state and budgetary organizations of the region;

Nomination "Til jarshysy" - among representatives of the print media in the state and Russian languages, including freelancers for systematic, high-quality coverage of topical issues of state language policy, for the uniqueness and professionalism of presentation of material;

Nomination "Uzdik telehabar" - among representatives of electronic media in the state and Russian languages ​​for the organization of special and high-quality TV programs on topical issues in the implementation of state language policy, for a creative approach and originality of presentation of materials;

Nomination "Jas polıglot" - among young people from 14 to 29 years old who are fluent in the state, Russian and English languages, have certificates, diplomas, certificates and other awards at competitions, olympiads, projects of regional, regional, republican and international levels;

Nomination "Til bilgiri" - among young people of different ethnic groups aged from 14 to 29 years old, fluent in the state language, who are winners and winners of prizes in regional and republican competitions;

Nomination "Memlekettik til - bızneste" - among representatives of small and medium-sized businesses for their contribution to the promotion of national values ​​and expanding the scope of the state language when carrying out entrepreneurial activities in the region;

The nomination "Uzdik ogytushy" is among the teachers who have achieved success in teaching the state language to the adult population, using advanced technologies, new methods of teaching languages, who are the authors of unique teaching aids.

4. Documents for participation in nominations:

1) resume, autobiography, recommendation-characteristics of the institution;

2) 1 photograph (size 9x12);

3) a copy of the identity card;

4) a project proposal for the development and improvement of the state language;

5) copies of documents and materials confirming the merits achieved in the development of the state language and other languages ​​of the people of Kazakhstan (certificates, diplomas, letters of thanks, certificates, articles, publications, certificates of participation in thematic TV programs, programs and their CD / DVD copies). The documents are provided based on the results of the work carried out over the past 3 years.

5. A candidate for the Prize can apply for only one nomination, and the documents of the Prize winners are not accepted again within three years.
6. Materials that do not meet the above requirements will not be accepted. Documents submitted by applicants will not be returned, comments will not be given.
7. The regulations on the procedure for awarding the Prize are published in local print media.
8. The working body of the commission is the State Institution "Department for the Development of Languages ​​of the Karaganda Region" (hereinafter - the Working Body).
9. The working body in accordance with the responsibilities assigned to it:

1) accepts and preliminary consideration of the competitive documents of candidates nominated for the Prize;

2) submits tender documents for consideration by the commission;

3) draws up diplomas, certificates and honorary badges of the laureates of the Prize.

10. The selection of laureates of the Prize is carried out by a commission, the composition of which is approved by the resolution of the regional akim. If necessary, the commission has the right to involve consultants, experts on specific issues.
11. The Commission, in accordance with the responsibilities assigned to it:

1) selects laureates and makes proposals for admission to participation in the nomination;

2) considers, examines the materials and documents received by the commission, submits a presentation to the regional akim on the award of the Prize.

12. The Commission is headed by the Chairman. During the absence of the chairman of the commission, his duties are performed by the deputy chairman of the commission.
13. Commission chairman:

1) organizes and manages the activities of the commission;

2) convene meetings of the commission and preside over them;

3) from among the members of the commission, determine the rapporteur on the issue included in the agenda of the meeting of the commission;

4) perform other powers within the competence of the commission.

14. Secretary of the Commission:

1) ensures the holding of the meeting of the commission;

2) form the agenda of the meeting of the commission, inform the members of the commission about the agenda, place and time of the meeting of the commission;

3) provides the members of the commission with the received documents;

4) execute the instructions of the chairman of the commission;

5) organizes the voting of members of the commission on the nominated candidates.

6) draws up a protocol based on the results of consideration of candidate works.

15. The candidates nominated for the Prize are considered by the commission in two stages. On the first - for each nomination, 3 applicants are selected, on the second - one contender for the Prize is selected.
16. The recommendation on awarding the Prize is adopted by an open majority vote of the members of the commission for each candidate separately and is drawn up in the minutes.
17. The regional akim's prize is awarded on the basis of the commission's protocol.
18. The meetings of the commission are considered competent if there are at least 2/3 of their composition.
19. A member of the commission does not have the right to nominate himself for the Prize.
20. Payment of the Bonus is made at the expense of the amounts provided in the budget.
