Language development

In the reporting period, the activities of the local Executive body of the district were aimed at implementing the state program for the development and functioning of languages in the Republic of Kazakhstan for 2011 - 2019 in the district.
The language policy in the district is aimed at creating favorable conditions that allow creating a tolerant language environment in the region as a factor of unity of the people of Kazakhstan, expanding the scope of the state language, preserving the linguistic capital and implementing the state language policy in the field of onomastics.
Target indicators of the language development Program for 2017-2020 for the district in 2019: the share of the population who speaks the state language - in 2019-97 % (in 2018-96%). %);
The share of the population who speaks English - in 2019 - 17% (in 2018-14%), who speaks three languages (Kazakh, Russian, English) - in 2019-15 % (in 2018 - 13%).
The share of office work in the state language was 100% in 2016, 100% in 2017, 99% in 2018, and 99% in 2019 (the report is generated quarterly).
To assess the level of knowledge of the state language, state and civil servants of the district organized testing on the "KazTest" system. 2015-2018 445 people, in 2019 165 people passed "KazTest". Of these, 178 are civil servants and 362 are civil servants.
2016-2019 test results showed that the Kazakh is spoken in simple (A1) level 16 people to the basic (A2) level 206 people on average (B1) level 219 people, above the average level (B2) - 84 people at the level above (C1) is 3.
Today, for Kazakhstan, a trilingual language is the first step in the country's quest for competitiveness.
In the district, the share of the population who speaks three languages in 2019 was 15%, in 2020-17%. In order to achieve this target indicator, the Department of culture and language development has been providing free English language training to the population since 2017.
The English language courses covered 60 students between 2017 and 2018. Of these, 15 civil servants, 40 employees in the sphere of public services, and 5 individuals.
In 2019, 40 people took courses at the A1 level, and 20 people took courses at the A2 level. English language courses for adults are organized in the village of Aksu-ayuli and the village of Akadyr.
In 2020, this course was started in the village of Unrek, as well as in the villages of Akzhal and Akadyr, where it is planned to train 60 people.

The state language policy is actively promoted in the mass media. Thus, 64 articles were published in 2017, 82 in 2018, and 81 thematic articles in 2019.
Young people who are fluent in three languages are widely promoted in Newspapers. An information group was organized to promote the Latin alphabet, speakers were appointed, and an action plan was approved.
In order to inculcate the population of the district with the Latin alphabet, the name of local Newspapers "Shet shugylasy", "Shet oniri" is printed in Latin script and local billboards are written in the Latin alphabet.
In 2018, the Department of culture and language development was assigned the staff unit of an additional methodologist who is engaged in teaching the population in Latin script.
In order to promote the Kazakh alphabet based on Latin graphics, 58 events were held in 2017 with coverage of 611 people, in 2018-42 events with coverage of 394 people, in 2019-57 events with coverage of 910 people.

Events held within the framework of the trilingual language policy and the new alphabet, videos about representatives of other nationalities who speak Kazakh, are regularly published in the media, as well as on the pages of "Fecebook", "Instagram".
The district is working on ordering the onomastic space. In the period from 2016 to 2018, the names of 1 outdated locality (the village of tselinnoye – Akzhol (Koktenkol district) and 52 obsolete streets in the localities of akoy, Akadyr, Burma, Bosaga, ospen, Sayikty, and Koktenkol were ideologically changed for the district. Today, 98% of streets and 99% of localities in the district are in the state language.
Visual information
The number of active objects that will contribute to the development of the district is increasing on the territory of the district. But, despite the fact that they work for the benefit of the people, private entrepreneurs do not pay due attention to signs of objects, outdoor advertising. In order to prevent and prevent violations, raids and actions on the theme" visual information and advertising-literacy"were conducted.
In order to comply with the requirements of the Law of the Republic of Kazakhstan "on languages in the Republic of Kazakhstan", the "visual information and advertising literacy" RAID is conducted quarterly. In 2017, RAID operations covered 305 objects, in 2018-742, in 2019-1090.
