The ideological work of the State Institution "Department of Internal Policy of the city of Shakhtinsk" is conducted in the main directions:
Promotion and use of state symbols of the Republic of Kazakhstan;
Information work to explain the main policy documents of the country;
Prevention of corruption offenses and crimes.
For the development of relations between government agencies and non-governmental organizations in solving socially significant problems, the The Council for Cooperation with Non-Governmental Organizations under the Akimat of Shakhtinsk, which was approved by the Resolution of the Akimat of Shakhtinsk No. 5/21 dated 24.02.2006. Changes in the composition of the Council are made during the session of the Shakhty city Maslikhat.
Meetings of the Council for Cooperation with Non-Governmental Organizations under the Akimat of Shakhtinsk are held on a quarterly basis.
The Council's activities contribute to the development by government agencies of mechanisms to address many social issues in cooperation with NGOs. In addition, when forming a state social order, first of all, the opinion of the Council members (NGO representatives) is taken into account.
In addition, representatives of public associations are members of the city councils for juvenile affairs, women's affairs, family and demographic policy, disability affairs, prevention of corruption offenses, the tripartite commission on social partnership in the field of labor relations, and others.
To date, 19 non-governmental organizations have been registered in Shakhtinsk, which work in the following areas::
- military-patriotic education;
- protection of citizens' health and promotion of a healthy lifestyle;
- support for the disabled and socially vulnerable segments of the population;
- support for youth policy and children's initiatives;
- protection of rights and observance of legality;
- solving gender problems;
- implementation of projects to cover leisure activities of children and adults;
- development of small and medium-sized businesses;
Socially significant projects are being implemented in order to develop partnerships and cooperation between government agencies and non–governmental organizations.
The State social order is the most effective form of support for non-governmental organizations that provide social services to the population, responding to emerging problems in society.
In 2023, the Department of Internal Policy is implementing 8 projects worth 15 million 450 thousand tenge.
Public policy services to explain the message of the President of the country to the people of Kazakhstan, government programs and propaganda of the state symbols of the Republic of Kazakhstan.
According to the results of the competitive procedures, a contract in the amount of 900,000 tenge was concluded with the Public Association "Citizens of Kazakhstan".
12 events were held: 2 seminars on the promotion and use of state symbols of the Republic of Kazakhstan, 2 master classes in public speaking, 8 informational and discussion events to explain the main directions of the President's Address to the people of Kazakhstan.
"Services for organizing and conducting a series of measures to prevent corruption" an agreement in the amount of 1,350,000 tenge was concluded with the NGO "Union of Youth and Children's Organizations of the Karaganda region".
10 explanatory meetings were held to explain the anti-corruption policy of the Republic of Kazakhstan, 4 training seminars, 2 dialogue platforms, an essay contest, presentations and videos on combating corruption.
Public reception services for the provision of primary legal aid and counseling for veterans of the Shakhty region.
The contract for the amount of 1,200,000 tenge was concluded with the Shakhty city branch of the NGO "Organization of Veterans".
During the year, congratulations are given to the anniversaries of the home front workers and persons equated to them, single pensioners at home.
Services for organizing and conducting events on gender policy and family and demographic policy in the Shakhty region.
The contract for the amount of 1,400,000 tenge was concluded with the NGO "The View of the young".
The following events were held: the Mereily Otbasy competition, the Sports Family, an off-site excursion seminar for children with special needs, large and low-income families, congratulations to mothers who gave birth on holidays, etc.
Organization and implementation of a series of events for the prevention of drug addiction and drug trafficking.
The contract for the amount of 1,260,000 tenge was concluded with the NGO "Union of Youth and Children's Organizations of the Karaganda region".
Conducted: 8 training seminars on drug addiction prevention among students and high school students, two round tables for employees of the Ministry of Economic Development, representatives of public associations on participation in drug addiction prevention with thematic handouts, an action dedicated to the International Day against Drug Addiction (June 26) with the distribution of leaflets among various segments of the population.
Services for the organization and holding of military-patriotic events in the Shakhty region.
The contract for the amount of 4,100,000.00 tenge was concluded with the NGO "The View of the young".
A celebration of the patrons of Zhomart Zhurek, an action dedicated to the Day of State Symbols, a festival of creative youth dedicated to the city Day, miner's Day, and the Miner's Glory Festival were held
The following events are planned: the Zhastar City Akim Award, a sociological study on "The level of satisfaction of the population aged 14 to 29 with the implementation of state youth policy," etc.
Services for the organization of the crisis center "Prevention of domestic violence and suicide" in the field of providing advisory social and psychological assistance to victims of domestic violence and those in a difficult life situation.
The contract for the amount of 3 000,000.00 tenge was concluded with the NGO "The World of Good".
A team of specialists has been formed to provide assistance to victims of domestic violence and those in difficult situations, as well as the center is provided with premises and internal maintenance. It is planned to produce and distribute information materials on violence prevention, booklets.
Organizing and conducting awareness-raising activities to strengthen interfaith harmony and counteract manifestations of religious intolerance and extremism in the city of Shakhtinsk and the villages of Dolinka, Novodolinsky, and Shakhan.
An agreement in the amount of 1,557,000 tenge with the Public Association "Citizens of Kazakhstan".
According to the requirements of the technical specification, 3 meetings of information and explanatory groups were organized in the villages of Dolinka, Novodolinsky and Shahan, 25 general professional meetings with the distribution of thematic information and methodological materials, and a training seminar for members of the IRG.
As part of the state social order, the Department of Employment and Social Programs of the city of Shakhtinsk is implementing a project on the invataxi service by the Dos 2022 Public Association of the Disabled. At the moment, over 100 people have received assistance.
The first contract was concluded in the amount of 8,163.0 thousand tenge, the second contract was concluded in the amount of 7,733.0 thousand tenge.
Also, as part of the state social order, the Shakhtinsk Youth Resource Center is working on joining the Zhasyl El youth labor groups. According to the oral instruction of the Department for Youth Policy, first of all, jobs began to be provided to young people who belong to socially vulnerable segments of the population (orphans, children from large families, single-parent families, the poor, the NEET category). 150 soldiers were employed in Shakhtinsk during the summer period. Of the 150 fighters, 72 are from the socially vulnerable category.
