Nurmukhanbetov Ruslan Esenbekovich was born on October 29, 1981 in the town of Rudny, Kostanay region. He has two higher educations, in 2003 he graduated from Karaganda State University named after E.Buketov, in 2012 - Karaganda Economic University of Kazpotrebsoyuz, has qualifications in the specialties of "jurisprudence" and "economics".
He began his career in 2005. In different years he worked as a specialist in the State Institution "The Administration of the Akim of the Youth Village of Osakarovsky District", the Chief Specialist of the State and Legal Department of the "Office of the Akim of the Osakarovsky District", in 2007 he was appointed the Head of the same department. From January to December 2011, he was Chief Inspector for Legal Issues of the State Administration "Office of the Akim of the Osakarovsky District", in 2011 he was appointed Deputy Head of the State Administration "Education Department of the North-Kazakhstan Oblast".
From November 2013 to June, the month of 2015, he held the position of chief specialist, and then head of the Legal Support Department of the State Administration of the Bukhar-Zhyrau District Administration. From June 2015 to August 2017 he worked as deputy akim of Bukhar-Zhyrau district of Karaganda region. August 21, 2017 appointed deputy akim of the Osakarovsky district of the Karaganda region. Supervises questions of economy, agriculture, veterinary science, land relations. He is married. Ruslan Yesenbekovich Nurmukhanbetov has been appointed Akim of Osakarovsky district in coordination with the Administration of the President of the Republic of Kazakhstan and deputies of the district Maslikhat.
