The Protecting Business and Investments project was launched in June 2018 at the initiative of the Anti-Corruption Agency jointly with the Ministry of Investment and Development and the Ministry of Foreign Affairs of the Republic of Kazakhstan.
Special front-offices were opened in all regions of the country. The Department of the Anti-Corruption Agency of the Republic of Kazakhstan in the Karaganda region is actively implementing the project office Anti-corruption support for investors-PBI. The implementation of anti-corruption support takes place within the framework of the accession of business representatives and investors to the Anti-Corruption Agreement, where the only condition will be consent to conduct business in good faith.
The purpose of this Agreement is to provide by joint efforts anti-corruption support of the Investor's investment project in the Republic of Kazakhstan, including the elimination of all corruption risks during the implementation of the project.
The project is designed to help create a favorable investment climate, increase business confidence in government institutions, and create a positive image of the country abroad.
The project office already has a considerable number of resolved issues. Direct communication with investors allowed us to identify the moments that hinder the development of business and entrepreneurship in the region.

So, in 2019, Naidorovskoye LLP supported participation and interaction within the framework of the signed agreement. The company has high-tech equipment that requires service via the Internet. As a result of joint work and with the assistance of the Kazakhtelecom branch, the enterprise received technical specifications for the installation of antenna-transmitting equipment on an antenna-mast structure, which for a long time did not have the opportunity to receive it.
In addition, the management of Karaganda Pharmaceutical Complex LLP turned to the Anti-Corruption Service for help. In the course of the implementation of their activities, the employees of the enterprise faced administrative barriers to access control in an emergency. Within the framework of the concluded agreement, the barriers were "removed" and the issue was resolved positively in favor of the LLP.
On a similar issue, in April 2020, the Department received an appeal from the director of Disinfection of Karaganda City LLP, which was also decided in favor of the entrepreneur.
In addition to investors, both domestic and foreign entrepreneurs turn to us, so the Department received an appeal from the Ambassador Extraordinary and Plenipotentiary of the Republic of Poland to Kazakhstan about the debt of Arcelor Mittal Temirtau JSC to the Polish company Ecol Sp.z.o.o. After the “intervention” of the Department, payment for the executed contract was made in full.
Actively implementing the activities of the PBI project office in September 2020, the Head of the PBI project Oleg Vladimirovich Savelenko visited the Department of the Agency for the Karaganda region. During the meeting, the sides discussed issues on creating conditions for attracting domestic and foreign investors to the Anti-Corruption Agreement.
This meeting made it possible to share the experience of considering problematic issues that are most often encountered in the course of implementing business projects in the country. As a result of the meeting, further plans for the development and implementation of the project in the territory of the Karaganda region were outlined

09.09.2020, at the site of the service center "Antikor ortaly центраy" of the Department of the Agency for the Karaganda region, a meeting of the heads of the Anti-Corruption Service, the Department of Entrepreneurship in the Karaganda region of the regional representative of JSC "NC Kazakh Invest", the Chamber of Entrepreneurs of the Karaganda region with investors: representatives of factories
- for the production of buses "YUTONG" (China),
- for the production of electrolytic manganese LLP "MTNK" Xing Ban "(China),
- for the production of cathode copper at the Borly deposit of Irkaz Metal Corporation LLP (Iran)
- a solar power plant in Balkhash, Kaz Green Energy LLP (Kazakhstan), which are implementing investment projects in the Karaganda region and have expressed a desire to join this project.
During the meeting with the above investors, 4 agreements were signed on anti-corruption support of business in the territory of the Karaganda region.
On October 1, 2020, the director of Tumarstroy 18 LLP contacted the Department of the Anti-Corruption Agency of the Republic of Kazakhstan in the Karaganda region, who learned from the media about the ongoing project of anti-corruption support for business and investments “Protecting business and Investments” (PBI). Tumarstroy 18 LLP is implementing the investment project “Construction of multi-apartment residential buildings”. This project is aimed at increasing affordable and premium housing in Karaganda. Having expressed their desire and confidence in this project, an agreement on anti-corruption support of the investment project was signed between the Department of the Anti-Corruption Agency of the Republic of Kazakhstan (Anti-Corruption Service) in the Karaganda region and the director of Tumarstroy 18 LLP at the site of the Antikorortalygy service center.
It should be noted that to date, the Department within the framework of the PBI project has concluded 51 agreements with investors and entrepreneurs of the Karaganda region, with a total planned investment of more than 1 trillion 500 billion tenge.
Support for all projects will create a favorable investment climate in the country. The department's specialists intend to work so that entrepreneurs can develop their business calmly and freely.
In turn, the only requirement of the agreement for the investor is the obligation to conduct an honest and transparent business.
