In accordance with the Law of the Republic of Kazakhstan dated January 23,2001 "on local state administration and self-government in the Republic of Kazakhstan", guided by the Law of the Republic of Kazakhstan dated July 16, 2001 "on architectural, urban planning and construction activities in the Republic of Kazakhstan". Due to the expiration of the estimated period of the master plan (until 2018), a master plan for the city of Balkhash was developed with an estimated period until 2035.
The main goal of the development of the master plan is to determine the long-term prospects for socio-economic and territorial development of the city and surrounding territories, the formation of its planning structure, functional urban planning zoning, basic solutions for engineering and transport infrastructure that ensure the creation of a favorable environment.
The project has the following project periods:
the initial year is 01.01.2018; the first stage of construction is 2025; the estimated period is 2035; the concept is 2045.
Based on the number of employed people and the age structure, the prospective population of the city is determined, which will be:
for the first stage -80.5 thousand people(including Balkhash-77.0 thousand people; Konyrat-3.5 thousand people),
for the settlement period-88.0 thousand people (Balkhash-84.0 thousand people; Konyrat-4.0 thousand people).
This population is the basis for the development of this master plan.
The potential of the region at present and in the future is determined by the development of the mining and metallurgical industry (mining and processing of non-ferrous metals), as well as the processing of fish and agricultural products, the production of building materials.
The presence of the region's unique reservoir – lake Balkhash, as well as a number of interesting, from the point of view of history, places of interest, determines the future development of tourism in the region, which is one of the promising sectors of the economy, and the prospects of Balkhash town – as a competitive tourist destination under the development of tourism cluster.
Currently Balkhash town is a compact settlement on the Northern shores of the lake, formed mid-storey and single-storey houses, surrounded by a small nearby towns (art-1, Tekhsnab, Geophysical, Geological, Konyrat), emerged at different times during the development of the Kounrad copper Deposit and the construction of the main city-forming enterprise - smelter.
The entrance to the city is from the North side, from the entrance from the highway "Almaty-Yekaterinburg", with access to one of the main streets of the city-ul. Agybai Batyr crossing the entire residential zone and connecting the only entrance to the city with the citywide center and the coast of lake Balkhash.
On the West side there is a vast industrial zone, on the North side the city is bounded by the Moynty-Dostyk railway line.
The perspective architectural and planning structure and functional zoning of the city of Balkhash are determined on the basis of the current urban planning situation, taking into account the decisions laid down in previous master plans and in the policy programs for the development of the region.
The master plan, along with the construction of housing, proposes the formation of a system of cultural and consumer services with the development of a public urban center, taking into account the projected territory, and the rational placement of service facilities, in accordance with the regulatory radius of accessibility.
When designing urban and suburban development, the modes of use of the water protection strip and water protection zone were taken into account in order to preserve the unique lake Balkhash, as well as sanitary protection zones from industrial, municipal, warehouse facilities, allotment lanes and roadside lanes from the highway and railway.
The master plan addresses the issues of engineering preparation of the territory, provides proposals for the development of transport and engineering infrastructure, environmental protection and protection of the locality during emergencies.
