Youth policy
Balkhash has a population of 16,277 young people. Work with youth is coordinated by the Youth resource center, which provides information and methodological support and support for youth initiatives.the center also monitors and analyzes the situation in the youth environment. Center "Rouhani gear" fully secured technical equipment. There are the headquarters of volunteers, the center "Zhangyru Zholy", clubs for young lawyers, video editing training, discussion of books and films, clubs for national games, logical thinking, oratory, eSports and a music club.
2019 has been declared the year of youth in Kazakhstan. As part of this, the city of Balkhash has carried out many events, implemented interesting projects and initiatives aimed at creating comfortable conditions for young people, getting them the necessary knowledge and skills in a competitive environment, fostering citizenship and patriotism.
As part of the year of youth, on November 30, 2019, with the participation of the Deputy akim of the Karaganda region and the mayor of the city, the opening of the volunteer center "JAS ORDA" with elements of coworking centers in the neighborhood of Z. Sabitova, 24 house was held.
According to the program" Zhasyl El " in 2019, 90 fighters were employed, the salary of the participants of the program was 51,600 tenge. (local budget). In 2020, the number will be increased to 135 fighters.
To promote entrepreneurship among young people was launched the project "Grant of akim of the city on the development and support of youth entrepreneurship", the funds in this project are allocated for opening new business and developing existing business youth of Balkhash town, towns, Sayak, Gulshat villages. In 2019, the total grant Fund amounted to 7 million tenge (in 2018, 3 million tenge). As a result of consideration of applications by the competition Commission, 8 people became grantees (including 3 people).- self-employed, 1 person-unemployed, 1 person - disabled person of group I, 3 people-working). It is planned to increase the grant amount in 2020.
Within the framework of the year of youth, the Union of entrepreneurs and Industrialists of Balkhash city with the support of Kazakhmys Corporation LLP allocated a youth grant for a total of 5 million tenge (5 people are involved in one project "Opening a car complex").
Ensuring the health of young people, the formation of a healthy lifestyle is one of the important directions of youth policy in the city. There are more than 170 sports sections in educational institutions, and the number of young people who participate in sports in sports clubs and are actively involved in it is about 11,000 people (60%).
From March 2018, there is a "Youth health centre "Ibrat" at GKP "Policlinic №1 in Balkhash town", where young people receive appropriate advice, for 2019 this center was visited by 255 people.
During the reporting period, 160 events were held for the city's youth, covering about 27,500 people.
An integral part of the successful implementation of the state youth policy is its informational and methodological support. To expand the information environment in the city, a youth magazine "Dostar"is published. To inform the younger generation and attract them to leisure activities, there are accounts in social networks "Vkontakte" (5000), "Instagram" (8240), "Facebook" (5000).
In order to implement the state youth policy, stimulate the city's youth to fruitful creative, professional and social activities, the Orken city mayor's award is awarded annually. In previous years, the amount of the award was 70 thousand tenge, in 2019 it was increased to 100 thousand tenge, in 10 categories.
Domestic policy
In this direction, special attention is paid to the implementation of the state information policy. In 2019, 530 articles were published in Newspapers and 1005 stories on television explaining the main provisions of The President's Messages, the article "Ruhani zhangyru", other state program documents and reflecting the activities of local Executive bodies. In order to clarify the Messages of the President of the Republic of Kazakhstan K. K. Tokayev to the people of Kazakhstan "Constructive public dialogue-the basis of stability and prosperity of Kazakhstan" members of the IPG held 105 meetings in 2019, which were attended by about 10,400 people.
At the beginning of 2019, an action plan was developed and approved for the implementation of the "rukhani zhangyru" Program in the city of Balkhash. According to this plan, about 210 events were held in the directions and special projects of "Ruhani zhangyru". all groups of the population of the city and villages participated in these events. The media had published about 200 articles on the program, "Rouhani Jairo".
Since the beginning of 2019, 11 projects are being implemented.
The sub-program "ATAMEKEN" basic project "Laumet Sastamala cartasi" 3 implemented a long-term project (term 2018 – 2020) and 1 project, which is aimed at social support of vulnerable segments of the population. The total amount of funding in 2018 was 20800.0 thousand tenge through NGOs, including sponsorship funds-700 thousand tenge.

The sub-program "ATAMEKEN" basic project "Tugan Zher" LLP "Sary Kazna" was transferred to the balance OO "Lken Zhurek" room, located on Lenin street, the house 78, with a total area of 253 sq. m. after overhaul (bought the premises in the amount of 2 634 000 Tg., made repairs in the amount of - 35 489 329 Tg.)
The project "Creation of the Anthem" rukhani zhangyru", music and words by local composer K. M. Sadenov, translation into Russian by P. E. Kushnirov was implemented UNDER the "RUKHANI KAZYNA" SUBPROGRAM. Presentation of the hymn "Rouhani jaar" was held during the celebration of the 2 anniversary of the seminal articles "Rouhani gear". This anthem was performed by a combined large choir of teachers, students and students of the city's schools.
Under the "TARBIEH ZHANE BILIM" SUBPROGRAM, 5 projects are being implemented for a total of 4 million 700 thousand tenge at the expense of sponsorship funds. 74 events were held with the coverage of 6520 students in the city's schools and 340 preschool children.

For 2020, an action plan was developed and approved for the implementation of the "rukhani zhangyru" Program in the city of Balkhash. The entire event will be covered according to the plan.
We cooperate with 2 political parties, 12 trade unions, 4 ethnic and cultural centers, 67 non-governmental organizations and 14 religious associations, and provide assistance in solving their problems.
In order to interact with the society and the state authorities, in 2019, 8 meetings of the public Council were held and 10 receptions of citizens by members of the Council were held. One of the main forms of cooperation with non-governmental organizations is the implementation of socially significant projects within the framework of the state social order.
In 2019, the total amount of funding for the implementation of 21 state social orders in the city amounted to 84540 thousand tenge (in 2018, 21 projects were implemented for the amount of 92.5 million). Thanks to this, we were able to support our veterans, people with disabilities, citizens who got into a difficult life situation.

The task of the local Executive authority is also to establish a dialogue with religious organizations. Efforts are being made to prevent religious extremism and terrorism. In order to prevent the spread of ideas of radical religious ideology in the city, there is an information and explanatory group on religion, which in 2019 held more than 179 meetings with various categories of the population.
According to the order of August 05, 2019 No. 58-R, a working group was created to respond to critical materials on socio-economic topics published in social networks.this group consists of 14 people.
