The Balkhash resort area includes the coastal territory of the city of Balkhash, the villages of Torangalyk and Chubar-Tubek.
To date, the resort area has 47 places of accommodation (houses, recreation areas), which serves about 80 thousand tourists a year.
For reference:
The volume of tourist services provided by places of accommodation in 2019 amounted to 494,435. 1 thousand tenge and increased by 26% by 2018 (392,122. 3 thousand tenge).
In the city of Balkhash for the period January-December 2019, accommodation services were provided by 35 places, or 12.5% less than in the corresponding period last year (January-December 2018, 40 places).
There are 714 rooms, including 34 luxury rooms, 550 standard rooms, and 130 non-standard rooms.
The volume of tourist services provided by places of accommodation amounted to 39,4051. 1 thousand tenge and increased by 22.7% compared to the corresponding period in 2018 (320,968.3 thousand tenge).
The number of served visitors is 42515 people or 21.6% more than in 2018 (34936 people).
The main problems for the development of facilities located on this territory are the weak infrastructure of electricity and water supply, and the lack of a water disposal system.
To address the above issues and for the further development of tourism, the action plan for the implementation of the State program for the development of the Tourism industry of the Republic of Kazakhstan for 2019 – 2025 includes measures aimed at bringing engineering and communication infrastructure to tourism facilities.
In order to implement the above action plan from the city budget of Balkhash in August 2019 allocated 20 million tenge (Total DED 45.5 million tenge) at the beginning of the design and estimate documentation for construction of engineering infrastructure and landscaping areas of the development of tourism in Balkhash (area Bay Bertys) , 20.10.2019 year contract by the supplier LLP "Glycohydrolase". Another 25.5 million tenge was allocated to complete the development of the POI when approving the budget for 2020 Deadline for completion of the project with the receipt of the state. it is June of this year.
The implementation of the above measures also allows the infrastructure to cover 61 hectares of free land in the coastal territory of the city, intended for the placement of tourism facilities and improvement of the city's coast.
For the villages of Chubar Tyubek and Torangalyk, 176 million rubles were allocated from the city budget on March 18, 2020, outside the activities of the State program for the development of the Tourism industry of the Republic of Kazakhstan for 2019 – 2025.tenge including on:
- development of design and estimate documentation for the construction of water supply networks-47 million tenge and sewer networks with treatment facilities-47 million tenge.
On 15.05.2020, it is planned to summarize the results of public procurement competitions.
On February 20, 2020, in accordance with the Law of the Republic of Kazakhstan "on public procurement", a competition was announced for the object: "development of PDS of water and sewer networks for tourism development in Torangalyk, Chubar-Tyubek, Aktogay district".
Based on a notification from the RSU " Department of internal state audit for the Karaganda region of the internal state audit Committee» due to the lack of a detailed planning project (PDP) for the village of Chubar-Tyubek, the deadline for the development of the POI was changed from 6 months to 12 months.
8 April 2020 re-filed application for the competition for the project: "Development of design estimates of water supply and Sewerage networks for tourism development in p. Torgalyk, p. Chubar-Tubek Aktogai area".
- development of a detailed planning project for the attached territories of Torangalyk and Chubar-Tyubek settlements - 35 million tenge. The competition was announced on 22.04.2020 and the results will be summarized on 07.05.2020;
- establishment of the borders of the annexed territories and development of price and tax zoning schemes-47 million tenge. The competition was announced on 22.04.2020. summing up is planned for 07.05.2020.
In addition, 500 million tenge was allocated from the regional budget for the average repair of roads to the villages of Torangalyk and Chubar-Tyubek and within these localities, including 149 million tenge from the regional budget in March 18 this year, and an additional 351.3 million tenge from loans from the regional budget on April 7 this year. 22.04.2020-the results of the public procurement competition were summed up. Also, according to the plan, 8 recreation areas are expected to be launched at the expense of private investment (in the amount of 471 million tenge).
All projects are being implemented according to the schedule, 3 have already been launched ahead of schedule - these are recreation areas "azure coast", recreation areas "Nurbakhyt"and IE Seitmuratov (according to the plan in 2020).
In addition, in the framework of the program "Economics of simple things" by 2021, the construction area of IP Ahmetov (worth 79 million).
In this program expressed a desire to participate further 9 potential investors, however the limiting factor is the distance of the existing water protection zones.
The existing distance of the water protection zone does not allow expanding tourist accommodation facilities in the coastal territory, puts the existing recreation areas at risk of demolition, and does not allow the infrastructure to fail.
In this regard, we ask you to instruct the state institution "Department of environmental resources and environmental management of the Karaganda region" to make changes to the project of establishing water protection zones and strips with a reduction in the distance to 35 meters (currently the distance is from 35 to 100 meters).
One of the potential sources of expansion of tourist accommodation facilities is the existing suburban area, so over the past three years, about 13 suburban areas have changed their purpose.
First of all, the purpose of cottages located on the first line is changed, and this is currently about 326 country houses.
