In turn, the head of the department and the Chief Specialist of the State Corporation, who committed violations of the rule of law in the registration of rights to immovable property, were brought to disciplinary responsibility.

The rights of the service recipient have been restored
In accordance with the Law of the Republic of Kazakhstan “On Public Services”, the authorized body for assessing and monitoring the quality of public services is the Agency of the Republic of Kazakhstan for Civil Service Affairs and its territorial departments.
Last year, the department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Karaganda region (hereinafter referred to as the Department) received more than 60 requests from service recipients regarding the quality of public services.
Most of them came in relation to land relations, housing and social spheres.
Any complaint will be fully examined by employees of the Department and control work will be carried out as required by law to restore the violated rights of service recipients.
For example, the Department received a statement from the service recipient about disagreement with the decision adopted by the RGU “Department of the Committee of Labor and Social Protection of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan in the Karaganda Region” on the public service “Determination of disability and/or degree of disability and/or determination of necessary measures social protection".
In particular, as a result of a re-examination of the service recipient, an expert decision established that he had a disability of the second group due to a “general illness”, a degree of disability for a period of 1 year.
It is worth noting that the President of the Republic of Kazakhstan Kassym-Jomart Tokayev gave a number of instructions to ensure guarantees of the rights and legitimate interests of socially vulnerable segments of the population.
At the same time, with the direct intervention of the Department during the appeal inspection, a decision was made to establish a period of disability for the service recipient “without a period for re-examination,” taking into account the opinion of specialists from the medical and social examination department and invited experts.
That is, the restoration of the rights of the service recipient is ensured.
If you have witnessed non-compliance with legal requirements when providing a public service, that is, the deadline for the provision of a public service has been violated, the provision of a public service has been unreasonably refused, there is a fact of requesting unnecessary documents, or a requirement for the provision of a service has been violated, you can protect your rights by contacting the Department with a complaint .

The rights of service recipients come first
One of the main functions of the Agency of the Republic of Kazakhstan for Civil Service Affairs is control and supervision in the provision of public services, prevention of violations of the requirements of legislation on public services and restoration of violated rights of service recipients.
In this regard, the agency and territorial departments restored the violated rights of more than a hundred service recipients last year.
In particular, the violated rights of a resident of the city of Priozersk, Karaganda region, were restored.
In particular, the service recipient, a resident of the city of Priozersk, addressed the Department of the Agency for Civil Service Affairs in the Karaganda Region with a complaint indicating violated rights in the housing privatization service. During the consideration of the complaint, it was established that the service provider violated the requirements of the Rules for the provision of public services, that is, the result of the provision of public services to the service recipient was not provided in a timely manner.
Thanks to the intervention of Department employees, the service recipient managed to obtain the result of the public service, and the violated rights of the service recipient were restored.
In another case, the recipient of the service, being the breadwinner of a disabled child, was unable to take advantage of the benefits provided by law when preparing documents.
In connection with this fact, employees of the Department carried out an inspection, as a result of which it was established that when providing a public service, the service recipient is obliged to pay a state fee due to the imperfection of the information system. In this regard, the Department sent corresponding letters to central government agencies, and the violated rights of the service recipient were restored.
That is, the recipient of the service was able to obtain a preferential document provided for by law.
Since the above-mentioned shortcoming of the information system occurs in the republic, the Department sent letters to authorized government agencies about the need to improve the information system.
In case of violation of similar rights when receiving public services, you can also protect your rights by contacting the department of the Agency for Civil Service Affairs in the Karaganda region.
